Twelve deaths have been directly attributed to Bertha with United States damages estimated at $270 million. Extensive evacuations of vulnerable areas occurred in advance of Bertha, including 250,000 in North Carolina, 80,000 in South Carolina and 20,000 in Georgia. Revenue losses to the tourist industry approached $40 million. Bertha closely paralleled the southeast U.S. coast at a distance from 170 to 200 miles. This created multiple state involvement with almost all of the U.S. east coast involved with some watch or warning. The NHC's track forecast was very accurate with average forecast track errors 15 percent lower than the 10-year official track averages. Where the storm came ashore in North Carolina, watches and warnings were posted 65 hours and 47 hours before landfall, respectively, which far exceeds the NHC stated goals of 36 and 24 hours. Nevertheless, the coordination between NHC and emergency managers, regarding the issuances of watches and warnings, was frustrated by efforts to reconcile the meteorology of the event with state and local response requirements. Bertha's anticipated turn from a northwest direction to north-northwest as it approached the southeast coast was agonizingly slow. This put a great deal of pressure on the elected officials and Emergency Management Centers (EMCs) of Florida, South Carolina and North Carolina concerning what actions to take. This was also the first time the HLT had been fully deployed at the NHC. The fifth named storm of the annual hurricane season, Earl originated from a tropical wave roughly 430 mi (690 km) west of the Cape Verde Islands on August 25. Tracking nearly due west, the system attained tropical storm intensity within hours of genesis. After maintaining winds of 50 mph (85 km/h) for nearly two days, Earl began to strengthen as is neared the Lesser Antilles. The storm intensified into a hurricane on August 29 and later a major hurricane on August 30 as it brushed the Leeward Islands. A temporary weakening trend took place as Earl moved northwestward, contributed to moderate southwesterly wind shear, but intensification later resumed by September 1. Once reorganized, Earl reached its peak intensity the following day with maximum sustained winds of 145 mph (230 km/h) and a barometric pressure of 927 mbar (hPa; 27.37 inHg). Executing a gradual curve to the northeast, the hurricane slowly weakened over decreasing sea surface temperatures; the storm's center passed roughly 85 mi (140 km) east of Cape Hatteras, North Carolina on September 3. Accelerating northeastward, the system briefly weakened to a tropical storm before reattaining hurricane strength as it made landfall near Western Head, Nova Scotia. Book excerpt: The Regional Atmospheric Model System (RAMS) has been used to simulate Hurricane Bertha as it moved toward and onto shore during the period July 10--12, 1996. Using large-scale atmospheric data from 00 UTC, 11 July (Wednesday evening) to initialize the model, a 36-hour simulation was created for a domain centered over the Atlantic Ocean east of the Florida coast near Jacksonville. The simulated onshore impact time of the hurricane was much earlier than observed (due to the use of results from the large-scale model, which predicted early arrival). However, the movement of the hurricane center (eye) as it approached the North Carolina/South Carolina coast as simulated in RAMS was quite good. Observations revealed a northerly storm track off the South Carolina coast as it moved toward land. As it approached landfall, Hurricane Bertha turned to the north-northeast, roughly paralleling the North Carolina coast before moving inland near Wilmington. Large-scale model forecasts were unable to detect this change in advance and predicted landfall near Myrtle Beach, South Carolina; RAMS, however, correctly predicted the parallel coastal movement. For future hurricane activity in the southeast, RAMS is being configured to run in an operational model using input from the large-scale pressure data in hopes of providing more information on predicted hurricane movement and landfall location.
