Book excerpt: This paper examines how the Hungarian Armed Forces have changed from the Cold War Warsaw Pact focus to the democratic focus of North Atlantic Treaty Organization (NATO). The first part of the paper will provide a historical perspective of Hungary in the Warsaw Pact and describe the events from the point of view of socialist countries. The next part will focus on the integration of Hungary into NATO from both a political and military perspective. Particular attention will be given to the roles Hungary have played in the many international exercises, peacekeeping missions, and the Partnership for Peace Program. The paper will then examine the differences between Hungary in the Warsaw Pact and NATO to see how the Hungarian military has been transformed. Finally, the paper will conclude with a description of the civil-military relationship along with the security and defense policies that exist today.

Book excerpt: In November 1997 Hungarians voted in favor of membership in NATO, primarily as a step toward membership in the European Union and integration into Western society. Andor examines the changes in Hungarian social, political, and economic life after the collapse of communism in Central Europe. He analyzes the difficulties, both internal and external, to making that transition. In the early 1990s, public discourse was dominated by the enthusiastic slogans proclaiming Hungary's return to Europe. Things can only get better was the prevailing feeling surrounding the dismantling of the state socialist system and the construction of the new parliamentary democracy. From the very early years of transition, however, Hungarians faced large-scale and unexpected hardships in their changing lives which made them the most disappointed nation in Eastern Europe by 1993. In the second half of the 1990s, the policies of the Socialist-Liberal coalition, and particularly the positive developments in the enlargement process of NATO and the EU, restored the belief in a rapid and successful accession to the major Western economic and security organizations. But, as Andor indicates, the beginnings of negotiations about entry into NATO and EU will be merely the starting point of difficulties arising in both economics and politics. A thoughtful and cautious look at a changing Hungary that will be of interest to scholars, researchers, and policymakers involved with Central Europe and contemporary European politics and economics.

We have been at home in Europe for more than thousand years. Not only in terms of geography, but also because of our culture, our traditions and the basic values that we stand for. However, our endeavors for integration could be realized because of the circumstances that had emerged after World War II. The chance finally came in 1990 with the peaceful revolution that swept over Central and Eastern Europe, in which Hungary played an active part. The Political change and NATO-membership are two very significant events of current history of Hungary. 1990 and 1999. This nine-year period was short, however our tasks were problematic. We had created a NEW HUNGARY! The way was difficult and sometimes painful. This paper examines how the Hungary and Hungarian Armed Forces have changed from the Cold War Warsaw Pact focus to the democratic focus of NATO. The paper will focus on the integration of Hungary into North Atlantic Treaty from both a political and military perspective. Particular attention will be given to the roles Hungary has played in the lot of international exercises, PfP program and peacekeeping missions. Finally, the conclusion will be provided by former Hungarian Prime Minister's (Viktor Orban) words.

Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. This paper suggests how Hungary first adopted the new Defense Law and Basic Security Principles in 1993, and defined the roles of the Armed Forces in the new post-Cold War era. Secondly, by the end of the NATO accession talks in 1998, Hungary transformed not only its own military to comply with NATO standards, but also the command structure and the leadership and management of the Armed Forces. As a consequence of the 1999 Kosovo War the Hungarian government initiated a new, three-phase defense reform concept. The new defense reform sets forth a smaller, better-equipped, sustainable army, capable of carrying out missions, originated in the 1998 Defense Law, the 1998 Basic Security Principles, and international obligations. Due to a broad parliamentary and public consensus and a ten-year process, from 1990 to 2000, Hungary has radically transformed its civil- military relation and established the basis of a Western democratic principle-based, civilian-controlled Armed Forces.

In the second phase, the goal is to introduce qualitative changes, including defense strategy and technological modernization of the armed forces. Another key element is to perfect full-fledged democratic and civilian control over the armed forces. Hungary has been working on the issue of good neighborly relations. The country has successfully mended historic ties with most of its neighbors. This reconciliation is in the interest of the countries involved, of the entire region, as well as that of Europe as a whole.
