The economy now appears to be running above capacity and wages are growing rapidly amid historically low unemployment. It is thus likely that growth will slow down over the medium term. Supply-side reforms can help sustain the momentum. Policies have reduced vulnerabilities substantially; however, measures to support the targeted fiscal consolidation could be more ambitious to ensure that room for fiscal policy manoeuvre is rebuilt. Wages outstripping labor productivity growth, slower export growth, and shortcomings in the business environment for small and medium enterprises call for invigorating structural reform efforts. Improvements in competitiveness are needed to sustain rapid income convergence and address demographic challenges. The government’s competitiveness program contains important elements. Focus should be on improving the business environment, enhancing the legal and regulatory framework, and increasing labor force participation.

The paper highlights that during the Fifth Five-Year Plan (1976–80), actual growth rates for almost all major plan aggregates remained below the targets. The lower targets set for the increase in both consumption and investment in the 1976–80 plan relative to the rates achieved during 1971–75, reflected the government’s policy of moderating the growth of domestic demand. The actual average annual growth rate for investment closely approximated, whereas that of private consumption fell far short of the plan targets.

The 2017 general government fiscal deficit narrowed to 2 percent of GDP, compared with the budgeted 2.4 percent. This outcome was mostly driven by strong GDP growth and reduced interest payments. The IMF staff projects the 2018 overall fiscal deficit at about 2.4 percent of GDP, in line with the budget’s target.

Hungary is regarded as a top performer among transitional countries, and one of the strongest candidates for accession to the European Union (EU). The country needs to refine the regulatory and institutional framework in structural areas, so as to achieve full compliance with EU directives and ensure a smooth and successful entry into the single EU market. The report concludes that the challenge facing Hungary today is consolidate stabilization gains and finalize the structural reforms to ensure that the economy remains competitive and that income is placed on a rapid and sustainable convergence path with the EU average.
