As a result of defeat in wars, the loss of security and sovereignty, and even their own class proclivity, the Arab ruling classes have been transformed into fully compradorial classes that have relinquished autonomy over policy. The neoliberal policies adopted since the early eighties are not developmental policies, but the terms of surrender by which Arab resources, human or otherwise, are stifled or usurped. In this book, Ali Kadri attributes the Arab world’s developmental failure to imperialist hegemony over oil and the rising role of financialisation, which goes hand in hand with the wars of encroachment that strip the Arab world of its sovereignty and resources.

Book excerpt: For many years, Islam has behaved in total authoritarian domination over masses of populations, with a total disregard of basic human rights, based on the Sharia holy law of Empire and rule over its own Muslim subjects. Even more so over a multitude of Christian, Jewish, and other minorities, Islam has ignored Western developments since the American and French Revolutions, which little by little developed the liberal predominance of human rights. The prevailing rationale in Islam was, and has remained, that Allah’s Law as expressed in His Holy edicts forever takes priority over any law that humans can produce. While similar beliefs were modified in other faiths and creeds, which resulted in Western philosophical thought due to the established separation of Church and state, Islam has never known such a separation, and has perpetuated the ancient traditional views, rationalizing that while human-made laws are ephemeral and transient, Allah’s are immutable and eternal. Hence the severe laws on apostasy in Islam, which forbid Muslims the right to deny their faith under threat of death. Even the religions of Christianity and Judaism are under restriction in Islamdom. If their followers wish to convert, they are permitted to do so only to Islam, which is why the record of human rights in Islam is so poor.

Book excerpt: The rise of women in Arab countries goes beyond redressing historical injustices against them and ensuring their equitable treatment - notwithstanding that both are due obligations for Arab societies. Indeed, the advancement of women is a pre-requisite for a comprehensive Arab renaissance. Arab countries have undoubtedly attained significant achievements in the advancement of women, but the ultimate objectives of this endeavour, as conceptualised in the Arab Human Development Reports, require further effort. Much more remains to be accomplished by way of enabling the equitable acquisition and utilisation of human capabilities and the exercise of human rights, before women's advancement can be complete. Since the status of women in the Arab world is a culmination of the complex - and often problematic - interaction of cultural, social, economic and political factors, there are many impediments to this process in the region. Nevertheless, Arab women have managed to attain outstanding achievements in diverse fields of human activity. Societal reform aimed at enabling the rise of women, in line with the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), is envisioned as one of the two wings of the bird symbolising the rise of women in the Arab world. A bird, however, needs two wings to fly. The other wing would be a wide-ranging and effective movement in Arab civil society that engages both women and their male supporters in steadily extending and consolidating targeted societal reform initiatives on the one hand, and on the other, empowering women - and the society at large - to benefit from them. In particular, the report calls for the adoption of time-bound affirmative action, tailored to the specificities of each Arab society, in order to expand the participation of women in all fields of human activity. This is considered imperative to dismantle the structures of centuries of discrimination.

There are currently 1.5 billion people in the world who identify themselves as Muslim. Two thirds of the worldwide Muslim population, i.e. approximately a billion people, live in forty-eight Muslim majority countries (MMC) in the world– all of which except one are in Africa and Asia. Of these MMCs in Africa and Asia, only twelve (inhabited by about 165 million people) have ever achieved a high score on the Human Development Index (HDI), the index that measures life expectancy at birth, education and standard of living and ranks how "developed" a country is. This means that the majority of the world's Muslim population lives in poverty with low or medium level of human development. The contributions to this innovative volume attempt to determine why this is. They explore the influence of environment, space, and power on human development. The result is a complex, interdisciplinary study of all MMCs in Africa and Asia. It offers new insights into the current state of the Muslim World, and provides a theoretical framework for studying human development from an interdisciplinary social, cultural, economic, environmental, political, and religious perspective, which will be applicable to regional and cultural studies of space and power in other regions of the world.
