Book How to Manage Cost Reimburseable Contracts

Download or read book How to Manage Cost Reimburseable Contracts written by Government Training Inc and published by . This book was released on 2010-09-01 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Book review: Managing Cost Reimbursable Contracts Providing Guidance in Difficult WatersManagement Guide & Desk ReferenceBy Scott P Cook & Don PhilpottPublished by Government Training Inc. , 233 pagesThe Cost-Reimbursable Contracts Handbook is the ultimate desk top reference for everyone involved in this high-risk and highly complex federal contracting environment.Unlike fixed contracts where the contractor is paid a negotiated amount regardless of incurred expenses, cost-reimbursement contracts allow the contractor to be paid in full for all of its allowed expenses, plus additional payment to allow for a profit. This sort of contracting is considered high-risk for the government because of the potential for cost escalation and because the government pays a contractor's costs of performance regardless of whether the work is completed. Cost-reimbursement contracts also involve significantly more government oversight than fixed-price contracts, which means the government incurs additional administrative costs. In addition, contractor costs need to be monitored known as cost surveillance to provide reasonable assurance that efficient methods and effective cost controls are used. The Cost-Reimbursement Contracts Handbook guides you through this minefield of risks, rules and regulations explaining what needs to be done and why, and what must be avoided. The Handbook is also very timely as the President's new management agenda stresses the need for more focus on contract types and more effective management of them. The Handbook is packed with practical information, handy hints, real-life case studies, best practices and checklists. It describes the different types of cost-reimbursable contracts, when they should be used and why and when they are not the appropriate contracting vehicle. It also details the dangers inherent in this type of contract and how they can be recognized and controlled. There are also comprehensive sections on contract administration and effective management oversight techniques.Whether you are a novice, an experienced program manager, a contracting officer or someone who has oversight of these responsibilities, the Cost-Reimbursement Contracts Handbook is an invaluable desk top reference you cannot do without.

Book Contract Management

Download or read book Contract Management written by United States. Government Accountability Office and published by . This book was released on 2009 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal agencies obligate billions of dollars annually using cost-reimbursement contracts. This type of contract involves high risk for the government because of the potential for cost escalation and because the government pays a contractor's costs of performance regardless of whether the work is completed. As such, cost-reimbursement contracts are suitable only when the cost of the work to be done cannot be estimated with sufficient accuracy to use fixed-price contracts. Agencies may use this contract type only if certain conditions are met. At your request, GAO assessed (1) the extent of agencies' obligations under these contracts, (2) the rationales for using this contract type, (3) determinations that contractors' accounting systems are adequate for determining costs applicable to the contracts, and (4) procedures for monitoring contractor cost controls. GAO analyzed federal procurement data and contract files and interviewed contracting and other government officials. GAO is making recommendations to the Office of Federal Procurement Policy (OFPP) regarding how contracts are coded in the government's procurement database and aimed at encouraging timely analysis to determine if a transition can be made to a contract with a firmer pricing basis.

Book Achieving Success in Reimbursable Contracting for Both the Owner and Contractor

Download or read book Achieving Success in Reimbursable Contracting for Both the Owner and Contractor written by Katherine Anne Hull and published by . This book was released on 2010 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Increasing competition to hire high quality contractors has caused many owners to implement cost reimbursable contracting. Consequently, parties who have limited experience with reimbursable contracts may be unclear about the contractual arrangement, controls, and management structure that will improve their chances for successfully completing projects. There is a critical need to obtain knowledge from those owners and contractors who are experienced at implementing successful cost reimbursable contracts and to transfer this to companies that have limited experience or limited success. This study establishes the elements within the reimbursable contracting process that can make a project successful for both the owner and contractor. In addition, this study identifies key success factors, difference factors (from fixed price contracting), best practices, and lessons learned for reimbursable contracting.

Book Reducing Construction Costs

Download or read book Reducing Construction Costs written by National Research Council and published by National Academies Press. This book was released on 2007-10-09 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Academy of Construction (NAC) has determined that disputes, and their accompanying inefficiencies and costs, constitute a significant problem for the industry. In 2002, the NAC assessed the industry's progress in attacking this problem and determined that although the tools, techniques, and processes for preventing and efficiently resolving disputes are already in place, they are not being widely used. In 2003, the NAC helped to persuade the Center for Construction Industry Studies (CCIS) at the University of Texas and the Alfred P. Sloan Foundation to finance and conduct empirical research to develop accurate information about the relative transaction costs of various forms of dispute resolution. In 2004 the NAC teamed with the Federal Facilities Council (FFC) of the National Research Council to sponsor the "Government/Industry Forum on Reducing Construction Costs: Uses of Best Dispute Resolution Practices by Project Owners." The forum was held on September 23, 2004, at the National Academy of Sciences in Washington, D.C. Speakers and panelists at the forum addressed several topics. Reducing Construction Costs addresses topics such as the root causes of disputes and the impact of disputes on project costs and the economics of the construction industry. A second topic addressed was dispute resolution tools and techniques for preventing, managing, and resolving construction- related disputes. This report documents examples of successful uses of dispute resolution tools and techniques on some high-profile projects, and also provides ways to encourage greater use of dispute resolution tools throughout the industry. This report addresses steps that owners of construction projects (who have the greatest ability to influence how their projects are conducted) should take in order to make their projects more successful.
