The 20th century saw the rise of several great maritime and military powers and the relative decline of British strength, which created major defence problems for the British Empire. Various solutions were attempted, such as ententes with France and Russia, the settling of differences with the USA and an alliance with Japan. These sufficed until after World War I, when the Empire gained several new territorial responsibilities, all to be defended on a declining economic base. The dominions were encouraged to pay for their own navies, although the Admiralty wished to assume control of them. The increasing threat from Japan made Australia, New Zealand and other Asian colonies nervous and the promised ’main fleet to Singapore’ became less and less likely as the 1930s wore on.

Book excerpt: The six Australian colonies united on 1st January 1901 to become the Commonwealth of Australia. One of the reasons given for this federation was that the Commonwealth could provide a common defence. William Rooke Creswell argued that, as an island continent, Australia could not defend itself without a navy. He saw no point in having a 70,000 strong army if only one enemy battleship could destroy port cities and disrupt maritime trade and sea communications. Creswell was not alone in his campaign to establish a navy for Australia but he was the one constant advocate throughout the years from his first proposals on a navy for Australia in 1886 to when the first ships of the Australian Fleet sailed into Sydney Harbour in October 1913.

They illustrate the many different ways in which the naval forces of the crown have served the realm. Topics covered include the role of ships in campaigns against Scotland under Edward I and Edward VI, the protection of the Iceland fishery in the days of the Commonwealth government, and the operation of prize courts during the wars against France in the eighteenth century. Moving on to the nineteenth century, the supply of timber to the Royal Navy is examined, while two contributions deal with surveying off the west coast of Africa and another prints a diary kept by a member of the Naval Brigade operating onshore in the Zulu War. The most recent contributions deal with the origins and development of the Royal Australian Navy up to the 1950s. Two more controversial subjects are also included; the first gives more information about the storage of cordite on battle cruisers in 1916 and the battle of Jutland; the second documents the relief of Admiral North from Gibraltar in 1940.
