Available in PDF, EPUB and Kindle. Book excerpt: We examine the properties of house price fluctuations across 18 advanced economies over the past 40 years. We ask two specific questions: First, how synchronized are housing cycles across these countries? Second, what are the main shocks driving movements in global house prices? To address these questions, we first estimate the global components in house prices and various macroeconomic and financial variables. We then evaluate the roles played by a variety of global shocks, including shocks to interest rates, monetary policy, productivity, credit, and uncertainty, in explaining house price fluctuations using a wide range of FAVAR models. We find that house prices are synchronized across countries, and the degree of synchronization has increased over time. Global interest rate shocks tend to have a significant negative effect on global house prices whereas global monetary policy shocks per se do not appear to have a sizeable impact. Interestingly, uncertainty shocks seem to be important in explaining fluctuations in global house prices.

Residents are having to pay more for their water, while the cities themselves are becoming less sustainable. This book explores the demand for urban water and how it has changed in response to shifting social mores over the past century. It explains how demand for centralised provision of water might be reshaped to enable the cities to better cope with expected changes in supply as our climate changes. Book excerpt: Australia is rapidly becoming a nation of renters. Home ownership is increasingly out of reach of working class and middle Australia, with intergenerational equity implications. Australians engaged in the private rental market are renting for longer with decreasing prospects of entering the property-owning market. In the context of increasing insecure work and record low wages growth, Australians are experiencing record levels of 'rental stress' - that is, the proportion of wages and salaries which are expended on rent is on the rise. Aside from the economic (and emotional) strain on individuals and families, higher rental stress is a risk to an already weak national economy by virtue of creating a smaller pool of disposable consumer spending. In addition, Australia has a patchwork set of state and territory laws covering the rights and responsibilities of renters. Insecurity of tenure, sudden rent increases and excessive bonds are among the common complaints made of the system. While progress has been made in several jurisdictions - notably changes made by the Andrews' Victorian Labor government - there is a need for a holistic conversation around how Australia deals with the structural shift to higher and more permanent numbers of renters, considering economic, social and community costs. Drawing upon comparative international regulatory frameworks this report outlines a number of formal recommendations to ensure Australia remains a country where renting remains a dignified, secure and just form of housing oneself and loved ones. It recommends several concrete proposals for potential government action and removing systemic inefficiencies.
