This book was released on 2014 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: How educational resources are allocated is just as important as the amount of resources available. High-performing countries and economies tend to allocate resources more equitably across socio-economically advantaged and disadvantaged schools. Among the countries with better-resourced schools, as reported by principals, equity in resource allocation is not related to the overall quality of resources.

Book Resource Allocation and Productivity in Education

Download or read book Resource Allocation and Productivity in Education written by William L. Boyd and published by Bloomsbury Publishing USA. This book was released on 1998-05-26 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Resource allocation decisions made by school boards, principals, and teachers are critical for they determine the adequacy and equity of resources actually made available for specific schools, educational programs and individual students. The most important resources are often concealed by aggregate state or district measures such as dollars per student. For these decisions, the most important resources are elements such as basic and supplemental staffing levels, staff time, funding amounts for textbooks and supplies, selection of new equipment (particularly technology), and support for new or renovated facilities. The authors review current practices at each important decision-making level in school districts, from the school board to the classroom. At each juncture, the findings are interpreted to reveal both the causes of the practices and their implications for improving school effectiveness. This book provides new research in helping to inform and improve resource allocation practices in schools. The general conclusion is that improvement in the resource allocation practices in education requires a shift in focus to results instead of inputs, a strong emphasis on student learning as the primary focus of decisions, and systematic evaluation of results.

Available in PDF, EPUB and Kindle. Book excerpt: Equity Audits and School Resource Allocation explores how to apply Critical Resource Theory (CReT) to conduct school equity audits, ultimately preparing educational leaders to find equity disparities, engage in more equitable resource allocation in their schools, and improve equal educational opportunity for every student. With case study scenarios woven throughout the book, the authors explore key equity factors, including per-pupil expenditures, poverty, teacher and principal quality, program equity, and achievement equity. They also walk through the process of implementing the 5-step CReT equity audit within a school district or school at any level. Owings and Kaplan also describe the communication and interpersonal factors that equity advocates will need to leverage to gain community support for equity process, considering the data, and rethinking their policies and practices. In today’s education context, the problems of equitably funding public schools and allocating learning resources to generate more equal opportunities and higher outcomes for traditionally underserved children are particularly relevant. This important book is designed for course use in leadership preparation programs, for practicing principals and superintendents, and for educational leadership scholars.

Book Beyond Equality Equity and Adequacy Intra district Resource Allocation s Impact on School Achievement

Download or read book Beyond Equality Equity and Adequacy Intra district Resource Allocation s Impact on School Achievement written by and published by . This book was released on 2008 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: There exists a large and predictable K-12 racial, socio-economic and linguistic achievement gap both at a national and state level (California Basic Educational Data System, 2006; Lee, 2006). Deficit theories focus on how biological, cultural or environmental factors are used as explanations for school failure, particularly for bicultural and low-income students (Herrnstein & Murray, 1994; Lewis, 1965). With this said, the policies and interventions most supported continue to focus on the perceived deficits of students and communities that aim to "remedy the problem" by changing behavior or culture (Olivos, 2006; Valencia, 1997). Other researchers have unveiled many gross inequities in our educational system not explored by deficit theories (Espinosa & Ochoa, 1992; Kozol, 2006; Oakes, 2002). School finance arguments that primarily focused on issues of state or inter-district equality or equity have now shifted towards issues of adequacy. Currently, the primary question is: What resources are needed to achieve high academic standards? However, no definitive answers are available. Limited intra-district and school based resource allocation studies have begun to make an impact in the literature, revealing that intra-district inequity might be compounding state inequity (Espinosa, 1985; Roza & Hill, 2004). However, no intra-district resource allocation study has applied an interdisciplinary, mixed method approach with a social justice perspective. This study offers a transformative intra-district, inter-disciplinary mixed method resource allocation approach to examine the complex relationship between intra-district resource allocation (fiscal, personnel, structural) and school achievement. The study analysis focuses on inputs (equity), process (structures) and outputs (adequacy) with an anti-deficit, social justice perspective. The two major research questions explored were: (1) How are educational resources allocated among schools within a school district based on demographics and achievement? (2) How do resources impact school achievement? A transformative sequential mixed method research design (Mertons, 2005) was applied using the following methodology: (a) an intra-district quantitative analysis, (b) district interviews, (c) district focus group, and (d) a comparative case study (Yin, 2002). The district selected for this study was a large, majority Latino, 64%, elementary school district in California with approximately 40% low-income students and 33% English Language Learners (ELLs). The intra-district quantitative study was filtered for traditional schools during the year 2005–2006 (N=36) and provides both descriptive and inferential statistical analysis. After data collection and analysis, triangulation of all data sources revealed the following major conceptual findings: (1) Educational resource allocation between affluent schools and schools with more low-income, Latino, and ELL students are inequitable and inadequate. (2) Intra-district resource allocation inequities are caused by various factors some within grasp of the district and others currently beyond the district's control. (3) Educational resources impact school achievement by promoting or hindering the ability to develop a positive school culture and high quality instruction. (4) Significant transformational changes are needed in all three constructs of educational resources: (1) fiscal, (2) structural and (3) personnel to assure that all students meet state standards. This study has major policy and practice implications for intra-district resource allocation to impact K-12 school achievement and social justice.

Book excerpt: Esteemed historians of education David Tyack, Carl Kaestle, Diane Ravitch, James Anderson, and Larry Cuban journey through history and across the nation to recapture the idealism of our education pioneers, Thomas Jefferson and Horace Mann. We learn how, in the first quarter of the twentieth century, massive immigration, child labor laws, and the explosive growth of cities fueled school attendance and transformed public education, and how in the 1950s public schools became a major battleground in the fight for equality for minorities and women. The debate rages on: Do today's reforms challenge our forebears' notion of a common school for all Americans? Or are they our only recourse today? Book Equity and Adequacy in Education Finance

Download or read book Equity and Adequacy in Education Finance written by National Research Council and published by National Academies Press. This book was released on 1999-02-12 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Spending on K-12 education across the United States and across local school districts has long been characterized by great disparitiesâ€"disparities that reflect differences in property wealth and tax rates. For more than a quarter-century, reformers have attempted to reduce these differences through court challenges and legislative action. As part of a broad study of education finance, the committee commissioned eight papers examining the history and consequences of school finance reform undertaken in the name of equity and adequacy. This thought-provoking, timely collection of papers explores such topics as: What do the terms "equity" and "adequacy" in school finance really mean? How are these terms relevant to the politics and litigation of school finance reform? What is the impact of court-ordered school finance reform on spending disparities? How do school districts use money from finance reform? What policy options are available to states facing new challenges from court decisions mandating adequacy in school finance? When measuring adequacy, how do you consider differences in student needs and regional costs?
