Book excerpt: Over the past two decades, many advances have been made in the decision support system (DSS) field. They range from progress in fundamental concepts, to improved techniques and methods, to widespread use of commercial software for DSS development. Still, the depth and breadth of the DSS field continues to grow, fueled by the need to better support decision making in a world that is increasingly complex in terms of volume, diversity, and interconnectedness of the knowledge on which decisions can be based. This continuing growth is facilitated by increasing computer power and decreasing per-unit computing costs. But, it is spearheaded by the multifaceted efforts of DSS researchers. The collective work of these researchers runs from the speculative to the normative to the descriptive. It includes analysis of what the field needs, designs of means for meeting recognized needs, and implementations for study. It encompasses theoretical, empirical, and applied orientations. It is concerned with the invention of concepts, frameworks, models, and languages for giving varied, helpful perspectives. It involves the discovery of principles, methods, and techniques for expeditious construction of successful DSSs. It aims to create computer-based tools that facilitate DSS development. It assesses DSS efficacy by observing systems, their developers, and their users. This growing body of research continues to be fleshed out and take shape on a strong, but still-developing, skeletal foundation.

Book excerpt: This paper calculates, for the top twenty emitting countries, how much pricing of carbon dioxide (CO2) emissions is in their own national interests due to domestic co-benefits (leaving aside the global climate benefits). On average, nationally efficient prices are substantial, $57.5 per ton of CO2 (for year 2010), reflecting primarily health co-benefits from reduced air pollution at coal plants and, in some cases, reductions in automobile externalities (net of fuel taxes/subsidies). Pricing co-benefits reduces CO2 emissions from the top twenty emitters by 13.5 percent (a 10.8 percent reduction in global emissions). However, co-benefits vary dramatically across countries (e.g., with population exposure to pollution) and differentiated pricing of CO2 emissions therefore yields higher net benefits (by 23 percent) than uniform pricing. Importantly, the efficiency case for pricing carbon’s co-benefits hinges critically on (i) weak prospects for internalizing other externalities through other pricing instruments and (ii) productive use of carbon pricing revenues.

Este libro presenta la microsimulación como técnica de evaluación de las políticas públicas, al mismo tiempo que propone una revisión razonada de los recientes avances. Una conclusión común es que, gracias a un modelo de microsimulación, es posible identificar la mejor política de redistribución posible (en el sentido de maximizar una determinada función de bienestar social). De manera general, mediante el uso de esta técnica es posible hacer complementarios los enfoques macro de equilibrio económico general y micro de simulación de los comportamientos individuales. Book excerpt: This paper uses two of the IMF’s DSGE models to simulate the benefits of international fiscal and macroprudential policy coordination. The key argument is that these two policies are similar in that, unlike monetary policy, they have long-run effects on the level of GDP that need to be traded off with short-run effects on the volatility of GDP. Furthermore, the short-run effects are potentially much larger than those of conventional monetary policy, especially in the presence of nonlinearities such as the zero interest rate floor, minimum capital adequacy regulations, and lending risk that depends in a convex fashion on loan-to-value ratios. As a consequence we find that coordinated fiscal and/or macroprudential policy measures can have much larger stimulus and spillover effects than what has traditionally been found in the literature on conventional monetary policy.
