The authors argue that global trade systems have been increasingly distorted by emerging trade tensions between major actors such as the US, China, the EU, and Russia, as well as trade policies in many other countries. In view of the most recent disruption of global food supply chains due to the outbreak of the COVID-19, the book examines the effects of administrative restrictions, tariff escalations, and other forms of protectionism on food security. Over the decades, food security concerns have been emerging, along with the growth of the world population. More than two billion most impoverished people in the world spent up to 70% of their disposable income on food. In 2020, the running pandemic has unraveled accumulated problems. As many countries rely on agricultural imports, lockdowns and disrupted food production and supply chains tremendously threaten food security of those nations. Agricultural trade was already slowing in 2019 before the virus struck, weighed down by trade tensions, and decelerating economic growth. The spread of the virus and strict quarantine measures trigger economic decline that results in food prices rises and volatilities. Due to the pandemic, nearly all regions will suffer double-digit decline in trade volumes 2020. The virus will be defeated, but the effects of the protectionism outbreak would have a much longer-lasting impact on agricultural production, international supply chains, and food security worldwide. In this publication, the authors probe into many of the choices that link national, regional, and global policies extensively with the provision of food security for all in the new era of post-virus global trade. Since studying global agricultural trade has a multinational application, its outcomes might be shared with a broad international network of stakeholders, including research institutions, universities, and individual researches. The book is appropriate for government officials, policymakers, and businesses of many countries. Adaptation of research outcomes and solutions to the situation in particular countries and various collaboration formats will let to increase the visibility of the publication and to elaborate new practices and solutions in the sphere of establishing sustainable food security.

Book excerpt: In this paper, we provide an overview of the agricultural trade negotiations within the current World Trade Organization (WTO) negotiations and we show that including agriculture in the Doha Development Agenda talks is important both economically and politically, although the political resistance to reform is particularly strong in this sector. While agriculture accounts for less than 10 percent of merchandise trade, high and variable agricultural distortions appear to cause the majority of the cost of distortions to global merchandise trade. Within agriculture, most of the costs appear to arise from trade barriers levied on imports, since these barriers tend to be high, variable across time and over products, and levied by a wide range of countries. The negotiations face a need for balance between discipline in reducing tariffs—hence creating the market access gains that are central to the negotiations—and flexibility in managing political pressures. While the approach of providing flexibility on a certain percentage of tariff lines is seriously flawed, the proposed modalities still appear to provide worthwhile market access. Better ways appear to be needed to deal with developing countries’ concerns about food price volatility while reducing the collective-action problems resulting from price insulation.

Book excerpt: June 1997 Government intervention is the main reason for the low correlation between cash prices for Polish wheat and wheat futures prices in Chicago and London. Polish government policies reduce incentives for Poland's private sector to use existing wheat futures contracts in foreign exchanges to hedge against price risks and impede the development of a Polish wheat futures exchange. Cash prices for wheat in Poland are not closely related to futures prices in Chicago and London, for several reasons: differences in seasonality, fluctuations in exchange rate, poor dissemination of information in Poland, and most important the Polish government's intervention in wheat markets. Polish wheat prices generally move to expected intervention prices (set by ARR, the agency for agricultural markets) and then stay there until the next intervention level becomes known. The exception was in 1994/95, when sharply higher world prices raised prices in Poland. A wheat futures exchange in Poland could give the private sector a tool for hedging against price risk, improving efficiency and price discovery in Poland. It would be difficult to develop, however, under present interventionist policies. This situation could be improved by reducing the protection of prices and by making any intervention rules-based (reducing uncertainty about policies). Should intervention be reduced or rationalized, the next question is whether Poland needs its own wheat futures exchange or whether Poland's private sector can use futures exchanges in London and Chicago to hedge against risk. The answer to that question is not an easy one. This paper - a product of the Commodity Policy and Analysis Unit, International Economics Department - is part of a larger effort in the department to analyze commodity pricing policies.
