Book excerpt: Operational maneuver provides operational protection to maritime forces when maneuver is used to expand the area, factor space, vulnerable to attack by the maritime force. Operational maneuver forces the enemy to respond to threats throughout its territory and littoral. The response will degrade the enemy's ability to concentrate forces against the maritime force. The enemy's ability to conduct and sustain offensive operations against the maritime force is reduced and the security of lines of operation and logistic sustainment is increased. This allows the maritime force to concentrate its forces against the enemy when conditions are favorable. The commander's ability to sustain the initiative and control the littoral provides the freedom of action to conduct follow on and support operations against the enemy. Through the utilization of maneuver and the resulting effects maneuver places on the enemy, operational protection is effectively provided to the maritime force.

In such an environment our ability to protect forces will be crucial to mission success. This littoral setting presents the operational commander with some very complex problems. Most notably, how does a Joint Task Force (JTF) protect its naval expeditionary component, while successfully completing its assigned mission? This paper will analyze the adequacy of current methods for operational protection of naval forces in the littoral by looking at the effect of the sea coast environment, the characteristics of a 'credible' coastal navy, and current doctrine/technology The author hopes to lead the reader to the conclusion that current methods are inadequate. Today, the United States relies too heavily on technology as a panacea for operational ills. In the fast paced littoral, technology will not be enough; also necessary will be the operational commander's ability to design operations that maximize our advantage over an adversary. As a starting point, this paper will emphasize the need for development of doctrine to support the concept of littoral control. Once established, commanders will have a framework from which innovative operational design will result.

The attack submarine, which predominantly operated independently in the past, will serve as a force multiplier for a joint task force responding to some crisis in the world. Central to the Joint Task Force Commander (JTFC) being able to use the attack submarine to meet his objectives is that he be able to operationally control those attack submarines. Today, the operational control (OPCON) of attack submarines is retained by the Submarine Type Commander or his subordinate in all naval, joint, or allied exercises. To enhance unity of effort, operational movement, operational maneuver, and operational tempo, the JTFC should be given OPCON of attack submarines used for the achievement of his objectives. The time to implement this change is not when we are faced with the next regional conflict requiring the attack submarine to participate with the Joint Task Force in more than just a strike warfare role. So that the U.S. Navy as a whole is practiced in the integration and effective use of attack submarines, the OPCON of attack submarines should routinely be given up by the Submarine Type Commander in naval and joint exercises.

Book excerpt: 'Operational Maneuver from the Sea' (OMFTS) identified the littoral environment as the new frontier of joint warfare. Moreover, adapting maneuver warfare to the littoral environment has created many new challenges for the Joint Task Force Commander (CJTF). Sea Dragon, a five-year USMC Advanced Concept Technology Demonstration, was created to explore the principles and technical challenges addressed by OMFTS. This paper conducts an examination of the Sea Dragon framework to determine the contributions and disadvantages of this process to joint littoral warfare. Although Sea Dragon was devised to champion Marine Corps littoral objectives, its goals must complement the overall joint perspective. In addition, selected operational functions relative to the CJTF and his command of joint littoral operations are evaluated to determine inherent downfalls of the current force organization and technical applications. If pivotal issues associated with these functional areas are either ignored or mishandled, resultant difficulties may fracture future joint interoperability and negatively affect littoral operations. In this ERA of diminished resources, all services need to foster and contribute to joint warfighting requirements.

Book excerpt: The Department of the Navy's white paper, ' ... From the Sea' must unmistakably be viewed as a viable warfighting doctrine, requiring studied application of operational art. Nevertheless, little has been written concerning the application of maritime operational art to the naval services' new concept. Naval service officers, who doubtless will function as 'firemen' in a crisis response situation, and as members of a Joint Task Force or joint force for more sustained operations, must clearly understand the operational level of war, and how to apply operational art. To assist in operational conceptualization, four key questions are employed as a general framework. Other valuable concepts of operational design are centers of gravity, decisive points, culmination, commander's intent, and operational fires all synthesized under the genre of the naval campaign. The Marianas campaign, conducted in the Pacific during World War II, is a classic model of a naval campaign which integrated air, land, and sea forces, and which embodied virtually all of the tenets of the operational art, and is instructive to today's Navy and Marine Corps officers. Moreover, other valuable aspects of modern operational design are useful: the commander's estimate, the campaign plan, the focus of main effort, and the use of operational fires and the maritime manifestation of maneuver warfare, Operational Maneuver From The Sea. As the naval service has proclaimed intent and ability to support national interests in the littorals, mastery of the operational art is vital. Book excerpt: The Navy and Marine Corps are developing doctrine that will enable them to execute maneuver warfare from sea based platforms as part of a concept called "Operational Maneuver from the Sea" (OMFTS). A key part of the effort to develop this innovative doctrine involves establishing effective Command and Control (C2) organizations that will foster success on tomorrow's battlefield. Vying for consideration in future OMFTS doctrine are three different proposals for Command and Control architecture. They include use of the current doctrine as delineated in Joint Pub 3-02 (CATF/CLF); placing amphibious components under a fleet Composite Warfare Commander as a Naval Expeditionary Task Force; or establishment of "supported" and "supported" units by the Commander Joint Task Force. Each of these concepts trace their ancestry to recent periods in military history-World War II, the Cold War era, or the Post Cold War period. To some degree each one mirrors the organization, equipment, and military philosophy in use during their development. When examined and validated against the philosophical approach embodied in OMFTS, only the "supported/supporting" concept has the flexibility to work in the high tempo environment predicated by OMFTS.

The Marine Corps has transformed from being a tactical appendage of the fleet commanders to an expeditionary organization capable of planning, controlling and executing a wide spectrum of missions at the operational level of war. Meanwhile, the US Navy's alleged transformation from a blue water to littoral force is not evident when one looks at how the Navy spends its money or trains its officers. The Marine Corps's warfighting concept - "Operational Maneuver From the Sea"--Provides a viable concept for the employment of Naval Expeditionary Forces in the future security environment. The Marine Expeditionary Force Command Element (MEF CE) is the best command organization for exercising C2 over littoral operations by virtue of its organization, training and leadership. A standing Naval Expeditionary Force Command Element (NEF CE) should be established in PACOM and CENTCOM to plan and control sea-based expeditionary operations for the Combatant Commander (CC). The MEF CE should provide the core of the NEF staff with the MEF Commander (3-Star) serving as the CC's functional component for littoral/expeditionary operations.
