Book Multimodal Evaluation of Passenger Transportation

Download or read book Multimodal Evaluation of Passenger Transportation written by G. Scott Rutherford and published by Transportation Research Board. This book was released on 1994 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to transportation planners, environmental analysts, and government officials at the federal, state, regional, and local levels. It describes the state of the practice with respect to the procedures and methodologies used by planning agencies at all levels to plan and evaluate alternative multimodal passenger transportation and to integrate these plans with related land use and environmental issues. This report of the Transportation Research Board describes the federal studies and guidelines that are available and presents the findings of an extensive survey of state, regional, and local agencies to identify the evaluation methods that are being used in the practice. Selected case studies for five types of modal evaluation are presented: intercity corridor, regional study, regional screening, urban corridor, and regional programming.

Book Feasibility of Priority Lane Pricing on the KATY HOV Lane

Download or read book Feasibility of Priority Lane Pricing on the KATY HOV Lane written by and published by . This book was released on 1998 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the circumstances under which congestion pricing of an HOV lane might be appropriate, as well as the operational, legal, and public acceptance issues that bear on feasibility. Use of the I-10 (Katy Freeway) HOV lane is restricted to vehicles with three or more occupants (HOV3+) during the peak hours daily because the original HOV2+ eligibility produced demands approaching capacity and thus significant loss in operating speeds. However, the HOV3+ restriction results in significant excess capacity. In order to move more people during the peaks, METRO and TxDOT are considering allowing HOV2s to "Buy-in." The feasibility analysis shows that there is adequate capacity for up to 600 HOV2s during each peak period. Legal feasibility rested on three issues: 1) authority to toll, 2) authority to enforce, and 3) ability to receive revenues. Critical steps for achieving public acceptance include: 1) understanding historic public feedback nationally, 2) understanding local opinions (both users and general public), 3) developing a public education/information campaign, and 4) developing support among local officials. The approach to establish a pricing policy in Houston involved the following: 1) develop the pricing objectives, 2) determine relevant local mobility prices and related tolling practices, and 3) establish an initial strategy and setting an adjustment policy. The feasibility research has been completed and implementation plan prepared. The transit authority board and the state transportation commission have voted to proceed with a one-year trial beginning in 1997.

Book Preferential Lane Treatments for High occupancy Vehicles

Download or read book Preferential Lane Treatments for High occupancy Vehicles written by Charles A. Fuhs and published by Transportation Research Board. This book was released on 1993 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis will be of interest to transportation planners, highway engineers, environmental personnel, highway design engineers, transit planners, highway administrators, and others concerned with the planning, design, and operational features of preferential high- occupancy vehicle (HOV) lanes on highways. Information is provided on the current and proposed state of the practice in North America. This synthesis describes the state of the art with respect to preferential treatment for HOVs on highways. This report of the Transportation Research Board provides information on long-distance facilities, such as barrier-separated, concurrent-flow (separated and nonseparated), and contraflow facilities, as well as on short-distance facilities, such as queue by-pass lanes. Planning, design, and operational features of each treatment are described. The issues and operating results are described, and specific case studies are included.

Book Street Smart

Download or read book Street Smart written by Gabriel Roth and published by Routledge. This book was released on 2017-07-05 with total page 551 pages. Available in PDF, EPUB and Kindle. Book excerpt: The poor health of today's roads--a subject close to the hearts of motorists, taxpayers, and government treasurers around the world--has resulted from faulty incentives that misdirect government decision-makers, according to the contributors to Street Smart. During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time.Street Smart examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States. Contemporary examples are provided of road pricing, privatizing, and contracting out are evident in environs as diverse as Singapore, Southern California, and Scandinavia, and cities as different as Bergen, Norway, and London, England. Finally, several chapters examine strategies for implementing privatization. The principles governing providing scarce resources in free societies are well known. We apply them to such necessities as energy, food, and water so why not to "road space"? The main obstacle to private, or semi-private, ownership of roads is likely to remain the reluctance of the political class to give up a lucrative source of power and influence. Those who want decisions about road services to be controlled by the interplay of consumers and suppliers in free markets, rat
