Urban poverty policy positions are typically framed by paradigms of basic services and welfare. In the backdrop of Bangalore's evolution into India's silicon valley, the book presents research spanning old, inner city slums, new migrant settlements in urban peripheries, slum development projects, and garment export and construction workers, highlighting that intergenerationally, the urban poor remain tied to traditional low paying occupations, or, get incorporated into new urban growth channels (export industries, low end services) under highly unfavourable terms and conditions. Using the concepts of the old and the new poor, to explore channels of inclusion and exclusion, the book underscores that the poor's vulnerabilities are defined by different regimes of informality. Debates on the urban poor's political agency are used to problematize informality's complex relationship to contemporary theories of class.

This study aims to contribute sustainable methodologies to advance the living conditions of slum dwellers and for better execution of slum policies. The core objectives are: 1) mapping the existing slums of Kalaburagi (formerly Gulbarga) city using slum ontology from very high-resolution data and validating the slum map through ground survey and using reliable data; 2) developing a model to understand the factors which are responsible for the present growth as well as to predict the future growth of slums; 3) estimating the housing demand of urban poor and suggesting a suitable site for the rehabilitation program; and 4) suggestions for the better intervention of government policies with special reference to in-situ program. Urban is the future, and slums are its reality. Sustainable development goals are directly and indirectly concerned about the increasing urbanization and the slums. Housing the urban poor and affordable housing to all are the national missions. Practically making these plans successful depends on a deep understanding of urban issues and proper methodology and technology to handle it. The participatory slum mapping, cellular automata slum model, housing demand analysis, and the spatial decision support system demonstrated in the book help in monitoring and managing the slums and thus lead towards a slum-free India.

It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. People living in slums face deprivation on several fronts and slum themselves can be seen as dwelling arrangements, which are inadequate and unfit for habitation. Several attempts have been made through a series of programs like VAMBAY and BSUP (in India) to rehabilitate slum-dwellers by moving them into houses that conform to the minimum acceptable living standards (as defined by their respective societies). However, there have been many reported incidences when slum-dwellers refused to move into the houses built for them. The problem is more pronounced in case of relocation of slums. Though there in no official statistics available on it; the magnitude of vacant houses all over India could be high in numbers. Such problems in relocation have been reported from other countries as well. Such wastage of resources beats the very objective of any rehabilitation program and raises serious concerns for policy makers as well as urban planners. Why should someone refuse to take a house with more than 90 percent subsidy? Is the inconvenience of relocating away from central city compensated adequately through ownership of a livable house? These are the key questions that have been explored in the study. Some of the key features of the study include its inter-disciplinary nature, a primary survey conducted in urban slums and its relevance for policy formulation. The field survey is urban slums had been particularly a tough challenge for the study. The Theory of Planned Behavior essentially deals with individual behavior only, and our study proposes an extension of the theory by incorporating group behavior under it. The extended model has been tested empirically and found strong support in favor of the additional construct proposed by us. This working paper shares my findings after completion of my doctoral research.The paper has been updated in the first week of January 2014. Pictorial view of model estimation has been added, while restructuring the written part.

Book excerpt: Over 1 billion people currently live in slums, with the number of slum dwellers only expected to grow in the coming decades. the vast majority of slums are located in and around urban centres in the less economically developed countries, which are also experiencing greater rates of urbanization compared with more developed countries. this rapid rate of urbanization is cause for significant concern given that many of these countries often lack the ability to provide the infrastructure (e.g., roads and affordable housing) and basic services (e.g., water and sanitation) to provide adequately for the increasing influx of people into cities. While research on slums has been ongoing, such work has mainly focused on one of three constructs: exploring the socio-economic and policy issues; exploring the physical characteristics; and, lastly, those modelling slums. this paper reviews these lines of research and argues that while each is valuable, there is a need for a more holistic approach for studying slums to truly understand them. By synthesizing the social and physical constructs, this paper provides a more holistic synthesis of the problem, which can potentially lead to a deeper understanding and, consequently, better approaches for tackling the challenge of slums at the local, national and regional scales.
