The Minimum Income Guarantee (MIG) and the Pension Credit initiatives implemented by the Labour Government in the UK have both suffered from low levels of take up amongst entitled pensioners. Current policy is also analyzed to explore the importance of take-up for the Labour government and the prospects of improving it. Book excerpt: As part of the measures announced in the emergency budget in June 2010 and the Spending Review of October 2010, the Government announced changes to housing benefit, including reductions to local housing allowance rates for private rented sector claimants and deductions in payments to social sector tenants in under-occupied homes. The Department is actively preparing for the implementation of housing benefit reform, using available data to assess the impact of the reforms on current entitlements. It has estimated that the reforms will result in around two million households receiving lower benefits. Claimants with large numbers of children and those living in areas of high rent such as London will be most affected. The Government intends the reforms to improve incentives to work and lead to positive changes for claimants. Reforms could also lead to hardship or an increased risk of homelessness. How tenants and landlords will respond is highly uncertain at the moment and the Department has commissioned independent research to evaluate the impact of the reforms after implementation and is also working with local authorities to identify the extent to which the reforms will increase the administrative. Uprating local housing allowance by the consumer price index, rather than local rent inflation, could put pressure on the supply of affordable local housing. Downward pressure on rents or increased employment would mitigate the impact but NAO analysis indicates that, on current trends, 48 per cent of local authority areas in England could face shortfalls by 2017

Book excerpt: This Green Paper sets out the Government's proposals for welfare reform, including proposals for incapacity benefit claimants, lone parents and older workers, in order to achieve an 80 per cent employment rate for people of working age. Proposals to reform incapacity benefit include the introduction of: i) a new benefit called Employment and Support Allowance (ESA), to replace incapacity benefit from 2008, with an enhanced employment support element; ii) revised medical assessments which focus on ability and support needs rather than incapacity, to be completed in 12 weeks in most cases; and iii) mandatory work-focused interviews supported by a mandatory action plan for return to work activity for new and existing claimants. Other proposals include a £360 million roll out of the Pathways to Work scheme across the country by 2008 (currently being piloted in seven areas); piloting a new work-related activity premium for lone parents on income support benefit and increasing the frequency of work-focused interviews; improving support for jobseekers over 50 years and working with employers to extend flexible working arrangements. The deadline for responses to this consultation document is 21 April 2006.
