Book excerpt: The report looks at the way the Office for Budget Responsibility has functioned in this, the first Budget since it was permanently established. It raises concerns about the timetable for the economic forecast, noting: the timetable agreed for this forecast and Budget required all decisions which would impact on the economic forecast to be made at least a fortnight before Budget day. It recommended that the timetable should be revisited to provide more flexibility enabling economic shocks and late political decisions to be accommodated. The Committee looked at the economy, public finances, the plan for growth, taxation and the Office for Budget Responsibility. It continues to press for a full review of the OBR including its powers, remit and relationship to Parliament. Also calling for gradual reform of the tax regime and noting the Government's decision to increase the supplementary rate of corporation tax on the oil and gas industry by 12 percentage points in the Budget - less than a year after promising to provide a stable tax regime in the sector -might weaken the Government's credibility in seeking to establish a stable tax regime. The Committee was pleased with the further reduction in corporation tax announced in the Budget as this was a positive measure aimed at boosting growth. With regard to Enterprise Zones it may have some effect in reviving particular areas, but it was noted that almost all the evidence received is unsure about the extent to which they will contribute to UK growth. It is clear that there is still much to be done on the details of this policy.

The Committee accepts the Government's desire to slow the sharp rise in Housing Benefit costs, particularly in the private rented sector, and thereby to influence the private rental market. However, it expresses some concerns about the availability of private rented accommodation in certain localities, which tenants are likely to be able to secure at the new Housing Benefit levels.

Book excerpt: This report examines the forecasts and measures contained in the 2008 Budget (HC 455, session 2007-08, ISBN 9780102953336). The Treasury's lower forecasts for economic growth in 2008 and 2009 are above the average of independent forecasters, suggesting that the Treasury may have given insufficient weight to the risks of continued financial market turbulence and that some of the UK economy's characteristics that have proven beneficial in past crises (rapidly rising residential property prices, close links with the US and an increasing reliance on the financial services industry, for example) might prove to be conduits through which the current problems in global financial markets are transmitted to the UK real economy. The further weakening of the forecasts for the public finances is noted, and it appears premature for the Treasury to state that it is "on course" to meet the golden rule in the next economic cycle, given the lack of an end date for the previous economic cycle. Measures on child poverty are welcomed, but there is a need for a clear explanation on deployment of resources to ensure that the target to halve child poverty by 2010-11 will be achieved. The abolition of the 10 pence rate of income tax will most affect those under 65 years of age, in childless households, earning under £18,500: the Committee feels this group is an unreasonable target for raising additional tax revenues. The Treasury should commission research into whether the withdrawal of the 10 pence income tax band and high marginal deduction rates are creating disincentives that could frustrate the Government's welfare to work objectives. The Committee also calls for a national Saving Gateway targeted at low-income households and more consideration of tax changes on the middle and lower income groups of non-domiciled taxpayers.

Book excerpt: As part of the measures announced in the emergency budget in June 2010 and the Spending Review of October 2010, the Government announced changes to housing benefit, including reductions to local housing allowance rates for private rented sector claimants and deductions in payments to social sector tenants in under-occupied homes. The Department is actively preparing for the implementation of housing benefit reform, using available data to assess the impact of the reforms on current entitlements. It has estimated that the reforms will result in around two million households receiving lower benefits. Claimants with large numbers of children and those living in areas of high rent such as London will be most affected. The Government intends the reforms to improve incentives to work and lead to positive changes for claimants. Reforms could also lead to hardship or an increased risk of homelessness. How tenants and landlords will respond is highly uncertain at the moment and the Department has commissioned independent research to evaluate the impact of the reforms after implementation and is also working with local authorities to identify the extent to which the reforms will increase the administrative. Uprating local housing allowance by the consumer price index, rather than local rent inflation, could put pressure on the supply of affordable local housing. Downward pressure on rents or increased employment would mitigate the impact but NAO analysis indicates that, on current trends, 48 per cent of local authority areas in England could face shortfalls by 2017

Available in PDF, EPUB and Kindle. Book excerpt: The OBR's forecast for GDP growth in 2012 is -0.1 percent and is projected to pick up in every year of the forecast. Public Sector Net Borrowing is forecast to fall by 1.0 percent of GDP in 2012-13 and in subsequent years of the forecast. Public Sector Net Debt is expected to be 79.9 per cent of GDP in 2015-16 before falling to 77.3 per cent by 2017-18. This Statement sets out a further £6.6 billion package of savings in the spending review period, made up from welfare, Official Development Assistance (ODA) and departmental current spending. A £5.5 billion of additional infrastructure will be funded, including in new roads, science and free schools and academies. There will be a further 1 per cent cut in the main rate of corporation tax from April 2014, to 21 per cent and a significant temporary increase in the Annual Investment Allowance from £25,000 to £250, 000 for two years. A greater proportion of growth-related spending will be devolved to local areas and a Business Bank will be created to deploy £1 billion of additional capital and enable UK Export Finance to provide up to £1.5 billion in loans with a package of reforms to promote export. The Government will: increase the basic State Pension by 2.5 percent; create an HM Revenue & Customs unit dedicated to tackling offshore tax evasion; introduce of the UK's first General Anti-abuse Rule; develop significant new information disclosure and penalty powers; and close off tax loopholes. Lifetime allowances for pension contributions will be reduced.

Book excerpt: The UK has comparatively high levels of child poverty: around one in five children are living in relative poverty (defined as living in a household with below 60 per cent median income before housing costs). The Government has made significant progress on reducing child poverty, with 700,000 less children in poverty than in 1988/89 (when the figure was 3.4 million), but missed its interim target of reducing child poverty by a quarter by 2004/05. It is unlikely, with current policies, to meet its 2010 target of halving child poverty, nor the 2020 target of eliminating it. This report recommends reforms to the Welfare to Work and New Deal for Lone Parents programmes. They should be more attuned to the particular needs of parents, who need guidance, support and skills to progress in work. They should not just encourage parents to take any job rather than one that offers them good long-term prospects, or leads to parents "cycling" between having a job and being out of work. Moreover, many children in poverty live in families that have no contact with Welfare to Work programmes. Jobcentre Plus, the agency that is charged with reducing joblessness, needs to focus more on the family, providing more flexible packages of support and seeking a wider customer reach. If necessary other agencies might have to be involved in delivering the recommendations. The author makes a number of recommendations for immediate implementation; others are for action after evaluation; and several new pilot schemes are also suggested.

The law and structures of social security are highly complex, made more so by constant adjustments as government pursues its often conflicting economic, political and social policy objectives. This complexity is highly problematic. It contributes to errors in decision-making and to increased administrative costs and is seen as disempowering for citizens, thereby weakening enjoyment of a key social right. Current and previous administrations have committed to simplifying the benefits system. It is a specific objective of the Welfare Reform Act 2012, which provides for the introduction of Universal Credit in place of diverse benefits. However, it is unclear whether the reformed system will be either less complex legally or more accessible for citizens. This book seeks to explain how and why complexity in the modern welfare system has grown; to identify the different ways in which legal and associated administrative arrangements are classifiable as 'complex'; to discuss the effects of complexity on the system's administration and its wider implications for rights and the citizen-state relationship; and to consider the role that law can play in the simplification of schemes of welfare. While primarily focused on the UK welfare system it also provides analysis of relevant policies and experience in various other states.
