Book excerpt: Housing, particularly affordable housing, has been the center of much discussion in the second decade of the twenty-first century in the United States. This Article focuses on that discussion in one American state -- Oregon -- containing slightly more than one percent of the country's population, but possessing a land-use planning system that aspires to promote housing affordability, as well as address other social, economic, and political concerns. Indeed, Oregon's land-use system is nationally known for its centralization and focus on containing sprawl.This paper analyzes the limited role that the federal government has played in facilitating the construction of housing and providing public and affordable housing, and how these efforts have fared in Oregon. It then assesses the tools that Oregon's land-use system provides for facilitating affordable housing, including binding plan and zoning designations, a prohibition on vague standards, requirements for a regional approach towards housing obligations, and the favorable treatment of most local housing decisions on review. Finally, the article analyzes data demonstrating that much work remains to be done in Oregon, particularly in a housing market that has been heated for almost a decade.

Book excerpt: Rising property values and low vacancy rates have led to a high demand for affordable housing in Portland, Oregon. In order to fulfill this need, a strategy that considers development cost and potential benefits of affordable housing to the public must be put into place. In this report, I compare development cost and public benefit of two housing creation methods - new construction and rehabilitation - to determine ways to increase economic feasibility, as well as positive externalities of the development process. This inquiry is tested using a public benefit survey that was distributed to housing professionals working in Portland, Oregon. The results of the survey were then applied to four case studies developed in North and Northeast Portland, between 2005 and 2013, by a local community development corporation, Portland Community Reinvestment Initiatives, Inc. The results of this report contribute to the larger goal of creating a comprehensive affordable housing plan for Portland, Oregon, which emphasizes that anyone and everyone in Portland stands to gain from the provision of housing for all.

Book excerpt: Therefore, this research is aimed to explore the relationship between the implementation of the Portland's and local housing affordability. It reviews all the important previous studies on Portland's UGB and housing affordability, and describes their arguments, methodologies and limitations. Both theoretical and statistical methods are adopted in this study. In the analysis and results chapter, prices trend analysis and Spearman correlation coefficient are used to explore the relationship between land and housing prices between 1984 and 2009. Moreover, a regression model was conducted to tests the price effects of the UGB on median housing prices among 35 major urbanized areas in 2000, as well as the other nine independent variables. In conclusion, the results showed that the UGB did not contribute to the median housing prices of the urbanized areas, and the best median housing prices regression model consisted of median household income, job density, median commute time, which has a highest adjusted R square. The final part of the study provides the explanations for the result and discusses the limitations of the research.
