It investigates how food security and gender inequity are conceptualized within interventions, assesses the impacts and outcomes of gender-responsive programs on food security and gender equity and addresses diverse approaches to gender research and practice that range from descriptive and analytical to strategic and transformative. The chapters draw on diverse theoretical perspectives, including transformative learning, feminist theory, deliberative democracy and technology adoption. As a result, they add important conceptual and empirical material to a growing literature on the challenges of gender equity in agricultural production. A unique feature of this book is the integration of both analytic and transformative approaches to understanding gender and food security. The analytic material shows how food security interventions enable women and men to meet the long-term nutritional needs of their households, and to enhance their economic position. The transformative chapters also document efforts to build durable and equitable relationships between men and women, addressing underlying social, cultural and economic causes of gender inequality. Taken together, these combined approaches enable women and men to reflect on gendered divisions of labor and resources related to food, and to reshape these divisions in ways which benefit families and communities. Book excerpt: Food insecurity is a fact of life for the vast majority of households across Maputo’s poverty belt. The Maputo urban food security survey done by AFSUN as part of its baseline survey of 11 Southern African cities found that households exist in a constant state of food insecurity manifested in a lack of access to sufficient affordable food, poor dietary quality and undernutrition. Income is meagre and only those households with access to wage income have any chance of holding food insecurity at bay. With a vibrant informal food economy, Maputo’s poor are surrounded by fresh and processed food. Food availability is therefore not the primary determinant of food insecurity in Maputo. Certainly large-scale food import from South Africa and further afield makes the market price of food inherently volatile. But prices for the consumer are also driven down by the fact that there is intense competition among vendors on the streets and in the marketplaces. The real cause of food insecurity is high urban unemployment and a lack of regular and decent-paying work. Among its recommendations, AFSUN urges the city of Maputo to set up a food security strategy that is multisectoral and policy-oriented and based on a better understanding of food flows into and within the city, the operation of the city’s informal food economy and the likely impacts of formal retailing for the food security of the urban poor.

Book excerpt: Urban population growth is extremely rapid across Africa and this book places urban food and nutrition security firmly on the development and policy agenda. It shows that current efforts to address food poverty in Africa that focus entirely on small-scale farmers, to the exclusion of broader socio-economic and infrastructural approaches, are misplaced and will remain largely ineffective in ameliorating food and nutrition insecurity for the majority of Africans. Using original data from the African Food Security Urban Network’s (AFSUN) extensive database it is demonstrated that the primary food security challenge for urban households is access to food. Already linked into global food systems and value chains, Africa’s supply of food is not necessarily in jeopardy. Rather, the widespread poverty and informal urban fabric that characterizes Africa’s emerging cities impinge directly on households’ capacity to access food that is readily available. Through the analysis of empirical data collected from 6,500 households in eleven cities in nine countries in Southern Africa, the authors identify the complexity of factors and dynamics that create the circumstances of widespread food and nutrition insecurity under which urban citizens live. They also provide useful policy approaches to address these conditions that currently thwart the latent development potential of Africa’s expanding urban population.

Book excerpt: New evidence this year corroborates the rise in world hunger observed in this report last year, sending a warning that more action is needed if we aspire to end world hunger and malnutrition in all its forms by 2030. Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

Book excerpt: Updates for many countries have made it possible to estimate hunger in the world with greater accuracy this year. In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

This paper synthesizes qualitative research conducted conjointly with quantitative surveys, working with eight agricultural development projects in eight countries, to develop a project-level Women’s Empowerment in Agriculture Index (pro-WEAI). The qualitative research sought to identify emic meanings of “empowerment,” validate the domains and indicators of the quantitative index, provide greater understanding of the context of each project and of strategies for facilitating empowerment, and test a methodology for integrating emic perspectives of empowerment with standardized etic measures that allow for comparability across contexts.

Exploring these themes, this book offers a lens for thinking about the food system that incorporates women as agentive actors and links women’s everyday food-related activities with ideas about food justice, food sovereignty, and food citizenship. Taken together, the chapters provide a unique perspective on how we can think broadly about the issue of food insecurity in relation to gender, culture, inequality, poverty, and health disparity. By problematizing the mundane world of how women procure and prepare food in a context of scarcity, this book reveals dynamics, relationships and experiences that would otherwise go unremarked. Normally under the radar, these processes are embedded in power relations that demand analysis, and demonstrate strategic individual action that requires recognition. All of the chapters provide a counter to caricatured notions that the choices women make are irresponsible or ignorant, or that the lives of women from low-income, low-wealth communities are predicated on impotence and weakness. Yet, the authors do not romanticize women as uniformly resilient or consistently heroic. Instead, they explore the contradictions inherent in the ways that marginalized, seemingly powerless women ignore, resist, embrace and challenge hegemonic, patriarchal systems through their relationship with food.
