The regimes they lead are difficult to examine, mostly because of their most defining feature-an inordinate concentration of power in the hands of one single individual. Yet, personalist leaders do not rule alone, even if they do not always govern through institutional channels. How do personalist regimes really work? How do their rulers acquire and maintain personal control? How does contemporary personal rule differ from how it was practised during the Cold War? These are the key questions addressed in Personalism and Personalist Regimes, which offers a systematic examination of the logic of personalism, or personalist rule, tackling comprehensively the study of personalist leaders and personalist regimes. The book is underpinned by a theoretical framework that combines historical and comparative analyses, brought forward through a series of detailed country studies authored by a distinguished group of comparativists and area studies experts. The book also revisits, and builds upon, Sultanistic Regimes, the seminal study by H.E. Chehabi and Juan Linz. In contrast to Sultanistic Regimes that studied sultanism-an extreme form of personalism-Personalism and Personalist Regimes examines personal rule on its full continuum, from Turkey under Erdo?an or Venezuela under Maduro, to Turkmenistan under Berdimuhamedov or Libya under Gaddafi. Because personalism, or personal rule, can be present across all regimes, the book also includes several studies of personalism and institutions in party dictatorships, China or Cuba amongst others.

Book excerpt: Stephen Hall argues that democracies can preserve their norms and values from increasing attacks and backsliding by better understanding how authoritarian regimes learn. He focuses on the post-Soviet region, investigating two established authoritarian regimes, Belarus and Russia, and two hybrid-regimes, Moldova and Ukraine, with the aim of explaining the concept of authoritarian learning and revealing the practices that are developed and the sources of that learning. Hall finds clear signs of collaboration between countries in developing best survival practices between authoritarian-minded elites, and demonstrates that learning does not just occur between states, rather it can happen at the intra-state level, with elites learning lessons from previous regimes in their own countries. He highlights the horizontal nature of this learning, with authoritarian-minded elites developing methods from a range of sources to ascertain the best practices for survival. Post-Soviet regional organisations are crucial for the development and sharing of these survival practices as they provide 'learning rooms' and training exercises.

At first glance, their similarities are numerous. Their ties are based on a shared history and language, a deep cultural affinity, legal agreements that codify a strategic partnership, intertwined economies, and shared threat perceptions of the West in general and the North Atlantic Treaty Organization (NATO) in particular. The two governments are led by highly personalist regimes that have decades of experience managing the partnership and share a similar and nostalgic view of the Soviet Union. There is a great deal of convergence across many policies. However, this relationship is not one between equals, nor is it entirely harmonious. The watershed year in the relationship was 2020, when Belarus's ability to offset Russian demands diminished. Through a combination of violent crackdowns on protests that year, alarming its neighbors via a migrant crisis in 2021, and allowing its territory to be used to launch a full-scale invasion of Ukraine in 2022, Belarus has found itself increasingly isolated and unable to push back on most Russian requests. For Belarus's neighbors, managing the relationship with Minsk is now a challenge as ties (and mutual dependence) between Minsk and Moscow grow stronger. In this report, the authors outline areas of convergence and divergence in the Belarus-Russia relationship. They also consider the regional perspectives of Belarus's neighbors--Latvia, Lithuania, Poland, and Ukraine--and how the Belarus-Russia relationship poses an evolving threat to those neighbors' security.

Book excerpt: This book analyses the presidentialization of parties in three countries of the post-Soviet space - Russia, Belarus and Kazakhstan - and the role of this phenomenon in their recent political history. The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.

By introducing the concept of regime mimicry into the field of public administration, this monograph extends the epistemological frameworks of the democratization school to the phenomenon of political culture. Successes and failures of the democratic institutionalization processes in these countries largely depend on the ways their institutional actors reacted to internal and external disturbances of their domestic political, econmic, and cultural environments. While Georgia's political culture revealed the highest degree of flexibility in accepting the externally-proposed institutional frameworks and practices, the bifurcate political culture in Ukraine impeded its democratic institutionalization, while the rigid political culture in Belarus completely stalled the process of institutional transformations.
