But rarely can an unanswered riddle have had so many answers offered, even though few have been accepted; indeed, when Viscount Cave was invited in the mid-1920s to lead a Cabinet committee on Lords reform, he complained of finding 'the ground covered by an embarrassing mass of proposals'.That embarrassing mass increased throughout the twentieth century. Much ink has been spilled on what should be done with the upper House of Parliament; much less ink has been expended on why reform has been so difficult to achieve. This book analyses in detail the principal attempts to reform the House of Lords. Starting with the Parliament Act of 1911 the book examines the century of non-reform that followed, drawing upon substantial archival sources, many of which have been under-utilised until now. These sources challenge many of the existing understandings of the history of House of Lords reform and the reasons for success or failure of reform attempts. The book begins by arguing against the popular idea that the 1911 Act was intended by its supporters to be a temporary measure. Subsequently, the Government published 17 Departmental Business Plans which focus on the priorities set out in the Coalition Agreement and are designed to provide a basis for accountability for delivery of those actions. The plans set out a policy intention to shift power from central government to local communities and locally based public, private and voluntary bodies. The Government wants to empower local people and embed local accountability by making more data more freely available so that people can assess value for money and services providers can be accountable. However, the planning to support the implementation of the reforms and new models of service delivery is at different stages in different departments with much of the detail under development or not yet in the public domain. The Business Plans also contain key indicators of input and impact which the Government intends should provide high level accountability to Parliament and others for overall departmental performance. The Plans also underpin the allocation of resources within departments and the subsequent accountability for the use of those resources. The Committee examined the business planning process as a basis for managing reform, for reducing costs, and for departmental strategic management and accountability. This report identifies a number of important areas that departments should consider that will aid them to: clarify accountability; support cost-effective implementation of Government policies; and secure effective performance management.

Book excerpt: The Foreign Affairs Committee believes the events of the 'Arab Spring' should stand as a reminder to the Foreign and Commonwealth Office (FCO) that failing to take a stronger and more consistent stance against human rights violations by overseas regimes can carry risks for the UK. Any suggestion that the FCO downplays criticism of human rights abuses in countries with which the UK has close political and commercial links is damaging to the UK's reputation and undermines the department's overall work in promoting human rights overseas. The Committee is less confident than the FCO that there is little conflict between its simultaneous pursuit of both UK commercial interests and improved human rights standards overseas. The Committee heard concerns on this front with respect to Saudi Arabia and Bahrain in particular. There should be a more robust and significantly more consistent position on human rights violations in the Middle East and North Africa. On China, the Committee finds it difficult to support the Government's approach to human rights engagement with China in the continuing absence of any evidence that it is yielding results, and when the human rights situation in China appears to be deteriorating. The Government should engage in more explicit, hard-hitting and consistent public criticisms of human rights abuses in China. The Committee welcomes the FCO's continued production of an annual human rights report and the Government's recognition that the UK's own human rights practices affect its international reputation and ability to pursue improvements in human rights standards overseas.

Book excerpt: Approximately 1 million people enter the parliamentary estate every year as visitors rather than as Members or staff of the two Houses of Parliament. The two Houses must balance the business needs of a fully working legislature and those of a visitor attraction. Parliament is first and foremost a working institution, and that implies clear principles for how access is organised. Democratic access to the work of Parliament must remain free and open, enabling any citizen, at least so far as physical space allows, open access to sittings in the two Chambers, in the Committee Rooms and in Westminster Hall, or to meet their Member of Parliament. Considerable work needs to be done on how the visitor attraction part of Parliament is best operated, not least in persuading some reluctant Members and staff of both Houses and an often instinctively negative media to recognise the difference between democratic access to the work of the place and interest in its heritage and tourism aspects. The central idea that has emerged in this inquiry is that two conceptions of Parliament are required: the working institution and the visitor attraction. The two should be complementary, not in conflict, and some of the tensions that presently arise from, for example, queues outside the building and the consequent delay of business meetings for Members and others would be resolved if the two concepts were more rigorously held apart.
