Institutions, understood as rules of behaviour constraining and facilitating social interaction, are subject to different forms and processes of change. A change may be designed intentionally on a large scale and then be followed by a period of only incremental adjustments to new conditions. But institutions may also emerge as informal rules, persist for a long time and only be formalized later. Why? The causes, processes and outcomes of institutional change raise a number of conceptual, theoretical and empirical questions. While we know a lot about the creation of institutions, relatively little research has been conducted about their transformation once they have been put into place. Attention has focused on politically salient events of change, such as the Intergovernmental Conferences of Treaty reform. In focussing on such grand events, we overlook inconspicuous changes of European institutional rules that are occurring on a daily basis. Thus, the European Parliament has gradually acquired a right of investing individual Commissioners. This has never been an issue in the negotiations of formal treaty revisions. Or, the decision-making rule(s) under which the European Parliament participates in the legislative process have drastically changed over the last decades starting from a modest consultation ending up with codecision. The book discusses various theories accounting for long-term institutional change and explores them on the basis of five important institutional rules in the European Union. It proposes typical sequences of long-term institutional change and their theorization which hold for other contexts as well, if the number of actors and their goals are clearly defined, and interaction takes place under the "shadow of the future" .

Rather than the usual focus on the court room, it scrutinises environmental NGO advocacy during the extraordinarily dramatic Brexit process, from the referendum on leaving the EU in June 2016 to the debate around the new Environment Bill in the first half of 2020. There is generally a weak understanding of both the complexity and the potential of legal expertise in the environmental NGO community. Legal expertise can be more than a tool for campaigners, and more than litigation: it provides distinctive ways of both seeing the world and changing the world. The available legal resource in the sector is not just a practical limit on what can be done, but spills into the very understanding of what should be done, and what resource is needed. Mutually reinforcing links between capacity, understanding, culture and investment affect legal expertise across the board. There are, however, pockets of sophisticated legal expertise in the community, and legal expertise was heavily and often effectively used in the anomalously law-heavy Brexit-environment debate. The ability to call on thinly spread legal expertise in a crisis was in part due to effective NGO collaboration around Brexit-environment.

Hawksworth CBE. Now, in The Changing Wildlife of Great Britain and Ireland, he has gathered together some of the original and also new contributors to review changes since that time and look to the future. Contributions range from viruses, diatoms, fungi, lichens, mites and nematodes; through butterflies, dragonflies, flies and slugs; to flowering plants, ferns, mammals, birds and fish. The state of knowledge in different groups is assessed, and the effectiveness of statutory and other measures taken to safeguard wildlife considered. The picture is far from bleak, ameliorating sulphur dioxide levels have benefited sensitive lichens and mosses in a dramatic way, water quality improvement has been beneficial, there have been few certain extinctions and rediscoveries of species thought to have been lost. Biodiversity Action Plans have also benefited targeted species, but habitat restoration and management for some is not always good for others. But there are worrying trends in declining populations, with an increasing number being regarded as threatened or endangered, especially in agricultural areas, and where woodland management has changed, particular threats from introduced species, and concern over the effects of climate change. Some of the smaller organisms remain poorly known, a situation unlikely to change as expertise in many is scant or being lost. This stock-check and look to the future will be a key source book to conservationists, naturalists, and professional biologists for many years to come.
