Book House of Commons Committee on Standards The Transparency of Lobbying Non Party Campaigning and Trade Union Administration Bill HC 638

Download or read book House of Commons Committee on Standards The Transparency of Lobbying Non Party Campaigning and Trade Union Administration Bill HC 638 written by Great Britain: Parliament: House of Commons: Committee on Standards and published by The Stationery Office. This book was released on 2013-09-04 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's accepts the Leader of the House's assurance that the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill (HCB 97, 2013-14 (ISBN 9780215057969)) was never intended to capture the normal work of Members as Members. Nevertheless they consider the approach the Government has taken to drafting the definition of consultant lobbying is unsatisfactory. The Bill is unclear in its definition of consultant lobbying and, in particular, about the way in which its provisions would apply to Members. The sweeping powers to refine this definition delegated to the Registrar of Consultant Lobbyists are unacceptable. It is perfectly possible that the courts and the Registrar of Consultant lobbyists will clarify that the definition does not extend so far. But primary legislation should be unambiguous about such matters. The difficulties about the way in which this legislation applies to Members of Parliament would be swept away if paragraph 2 of Schedule 1 was removed. It is necessary to make clear that Members' ordinary work is not caught by the Bill. A new subparagraph should be added to paragraph 6, stating that a reference to payment does not include a reference to the salary an MP receives as a Member of the House of Commons

Book excerpt: In Transparency Of Lobbying, Non-Party Campaigning And Trade Union Administration Bill (HL 62), the Select Committee on the Constitution raises significant concerns about the content and handling of the Transparency of Lobbying, Non-Party Campaigning and Trade Union Administration Bill. The Bill, which regulates lobbying and sets rules on expenditure by persons or bodies other than political parties at elections, is due for its second reading in the Lords on 22 October 2013. The report says that effective parliamentary scrutiny is of manifest importance for legislation of constitutional significance. The Committee questions whether the significant lowering of the cap on expenditure at general elections by third parties is justified, given the fundamental constitutional right to freedom of political expression. There has been a lack of consultation by the Government on the proposals, including with the Electoral Commission, as well as the lack of

This book was released on 2014 with total page 118 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1945, turnout for general elections in the UK has fallen from a high of 83.9% in 1950 to a low of 59.4% in 2001. Turnout for the 2010 general election was 65.1% higher than the previous two general elections, but still the third lowest since the introduction of universal suffrage. Turnout at the last general election was also low compared with turnout at the last parliamentary elections in other European Union countries. There is also evidence that a significant number of people in the UK are not registered to vote, with the most recent estimates indicating that the electoral register was between 85 and 87% complete. This would mean that approximately 6.5 million people are missing from the electoral register. In light of this, the Political and Constitutional Reform Committee agreed to conduct an inquiry into voter registration and turnout in the UK.

Book Draft Gambling Licensing Advertising Bill

Download or read book Draft Gambling Licensing Advertising Bill written by Great Britain: Department for Culture, Media and Sport and published by The Stationery Office. This book was released on 2012-12-03 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: This year's accountability hearings focused on three areas of particular interest: the arrangements for revalidation of doctors, which are to commence on 3 December 2012, and associated matters such as patient involvement and examination of the language competence of doctors; the professional leadership activity undertaken by the GMC in the last year; and the regulation activity undertaken by the GMC, including the establishment of the Medical Practitioner Tribunal Service. The Council is performing effectively in its two roles of defining and applying standards for the medical profession and providing a focus of professional leadership. The outcome of the Law Commission's consultation on professional regulation in the health and care sector, which proposed a formal role for the Health Committee in the accountability structures, is still awaited. Specific concerns included that whilst there has been some progress on the amendment of domestic legislation which restricts the language testing of doctors this is no substitute for the revision of the European legislation which presently prohibits language testing of doctors on a national basis. There have also been continued upward trends in complaints against doctors received by the GMC, and the Committee expects to examine in 2013 the outcomes of further research the GMC has commissioned into these trends. The Committee feels that the present 15-month target for the GMC to complete 90% of its fitness to practise cases should be lowered to 12 months. The Committee also welcomes proposed legislation to enable the GMC's investigatory arm to appeal against decisions made by the MPTS where the outcome of a hearing is disputed

Book Humanitarian Military Intervention

Download or read book Humanitarian Military Intervention written by Taylor B. Seybolt and published by Oxford University Press, USA. This book was released on 2007 with total page 314 pages. Available in PDF, EPUB and Kindle. Book excerpt: Military intervention in a conflict without a reasonable prospect of success is unjustifiable, especially when it is done in the name of humanity. Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

Book Regulatory Cycles Revisiting the Political Economy of Financial Crises

Download or read book Regulatory Cycles Revisiting the Political Economy of Financial Crises written by Jihad Dagher and published by International Monetary Fund. This book was released on 2018-01-15 with total page 89 pages. Available in PDF, EPUB and Kindle. Book excerpt: Financial crises are traditionally analyzed as purely economic phenomena. The political economy of financial booms and busts remains both under-emphasized and limited to isolated episodes. This paper examines the political economy of financial policy during ten of the most infamous financial booms and busts since the 18th century, and presents consistent evidence of pro-cyclical regulatory policies by governments. Financial booms, and risk-taking during these episodes, were often amplified by political regulatory stimuli, credit subsidies, and an increasing light-touch approach to financial supervision. The regulatory backlash that ensues from financial crises can only be understood in the context of the deep political ramifications of these crises. Post-crisis regulations do not always survive the following boom. The interplay between politics and financial policy over these cycles deserves further attention. History suggests that politics can be the undoing of macro-prudential regulations.

Available in PDF, EPUB and Kindle. Book excerpt: Children represent a special challenge for emergency care providers, because they have unique medical needs in comparison to adults. For decades, policy makers and providers have recognized the special needs of children, but the system has been slow to develop an adequate response to their needs. This is in part due to inadequacies within the broader emergency care system. Emergency Care for Children examines the challenges associated with the provision of emergency services to children and families and evaluates progress since the publication of the Institute of Medicine report Emergency Medical Services for Children (1993), the first comprehensive look at pediatric emergency care in the United States. This new book offers an analysis of: • The role of pediatric emergency services as an integrated component of the overall health system. • System-wide pediatric emergency care planning, preparedness, coordination, and funding. • Pediatric training in professional education. • Research in pediatric emergency care. Emergency Care for Children is one of three books in the Future of Emergency Care series. This book will be of particular interest to emergency health care providers, professional organizations, and policy makers looking to address the pediatric deficiencies within their emergency care systems.

Proposals include: i) the role of local education authorities confined to being a local commissioner of services rather than an education provider, with a focus on raising standards through spreading best practice and championing parental choice; ii) each school able to acquire a self-governing trust status (similar to the network of Academies) or become a self-governing foundation school; iii) an increased role for new providers and the creation of a national Schools Commissioner to drive change and to promote the development of trust schools; iv) an expansion in the number of Academies to 200 by the year 2010 and easier provision for independent schools to enter the state system; v) the weakest schools to be given one year to improve standards or face closure, whilst high performing schools will have reduced bureaucracy and a lighter touch inspection regime; vi) increased provision for free school transport for poorer pupils; and vii) the introduction of a right for teachers to discipline pupils.
