Book Reducing Workweeks

Download or read book Reducing Workweeks written by Fred Best and published by Temple University Press. This book was released on 1988-06-24 with total page 309 pages. Available in PDF, EPUB and Kindle. Book excerpt: International competition and variable economic conditions have brought the threat of layoffs to the doorsteps of workers and managers in all sectors of our economy. One response to this problem is Unemployment Insurance-Supported Work Sharing. This new and promising program reduces the human and economic costs of layoffs by providing partial unemployment benefits to employees who have their workweeks reduced as an alternative to layoffs. Fred Best provides a balanced and thorough assessment of this policy in the United States, Canada, and Europe. Unemployment Insurance-Supported Work Sharing maintains the income and fringe benefits of all workers at near full-time levels, enabling firms to maintain the skills and working relations of their employees and preventing undue hardships among those who would otherwise lose their jobs. Best summarizes the history and effectiveness of these programs in terms of their economic and human impacts on employers, employees, government, and the economy. He presents key insights on how worktime and worker management cooperation can become powerful tools for combating joblessness and increasing economic performance. This definitive account of an important experiment in work hours will be of critical importance to managers, workers, policymakers, economists, and those concerned with employment issues. In the series Labor and Social Change, edited by Paula Rayman and Carmen Sirianni.

Book Layoffs and Unemployment Insurance

Download or read book Layoffs and Unemployment Insurance written by Frank P. R. Brechling and published by . This book was released on 1979 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The starting point of this analysis was the Baily-Feldstein model according to which both layoffs and average hours worked increase with (1) increases in unemployment benefits and (2) decreases in the degree of experience rating of the unemployment insurance tax. This model has been extended by letting the layoff duration be endogenous and by parameterizing experience rating. The empirical examination of the relationship between layoffs, rehires, hours and unemployment duration as dependent variables and the parameters of the unemployment insurance system as explanatory variables has yielded very encouraging results. The strongest impact is that of NEGTAX, the tax rate which applies to firms with a negative balance in the unemployment insurance fund. A rise in NEGTAX reduces layoffs, rehires, hours and unemployment duration. Increases in NEGTAX tend to reduce strongly both layoffs and unemployment duration. The approximate elasticities of these two relationships are .55 and .21 respectively so that a rise in NEGTAX of 10% (from, say, 3.4 to 3.74) might reduce layoff unemployment by as much as 7%. Increases in NEGTAX would improve the financial viability of the unemployment insurance system since tax inflows would rise and benefit outflows would fall because of the reduced layoff unemployment.

Book Job Security in America

Download or read book Job Security in America written by Katherine G. Abraham and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 194 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the onset of the recession in 1990, job security has moved to the forefront of labor market concerns in the United States. During economic downturns, American employers rely heavily on layoffs to cut their work force, much more than do their counterparts in other industrialized nations. The hardships imposed by these layoffs have led many to question whether the U.S. workers can be offered more secure employment without burdening the companies that employ them. In this book, Katharine Abraham and Susan Houseman address this question by comparing labor adjustment practices in the United States, whether existing policies arguably encourage layoffs, with those in Germany, a county with much stronger job protection for workers. From their assessment of the German experience, the authors recommend new public policies that promote alternatives to layoffs and help reduce unemployment. Beginning with an overview of the labor markets in Germany and the United States, Abraham and Houseman emphasize the interaction of various labor market policies. Stronger job security in Germany has been accomplished by an unemployment insurance system that deters layoffs. In the U.S., the unemployment insurance system has encouraged layoffs while discouraging the use of work-sharing schemes. The authors examine the effects of job security on the efficiency and equity of labor market adjustment and review trends in U.S. policy. Finally, the authors recommend reforms of the U.S. unemployment insurance system that include stronger experience rating and an expansion of short-term compensation programs. They also point to the critical link between job security and the system of worker training in Germany, and advocate policies that would encourage more training by U.S. companies.
