Book excerpt: Challenging the validity of much of mainstream macroeconomics, Basil Moore argues that the money supply in modern economies is not under the control of central banks, but rather is determined by borrower demand for bank credit. He then explores the implications of this perception for conventional macroeconomic theory. Mainstream analysis takes the view that central banks have it in their power to initiate exogenous changes in the nominal supply of money. In contrast to this "verticalist" view, this book contends that the supply of credit money is endogenous, and responds to changes in the demand for bank credit. This new "horizontalist" view holds that cental banks have the ability to set the supply price of money through short term interest rates, but not the quantity of money. Concluding that a new macroeconomic paradigm must be developed, Moore attempts to initiate the larger task of theory reconstruction that lies ahead.

This book provides an introduction and critical assessment of the current monetary system. It begins with an up to date account of the workings of today’s system of state-backed ‘bankmoney’, illustrating the various forms and issuers of money, and discussing money theory and fallacy past and present. It also looks at related economic challenges such as inflation and deflation, asset inflation and bubble building that lead to market instability and examines the ineffectual monetary policies and primary credit markets that are failing to reach some sort of self-limiting equilibrium. In order to fix our financial system, we first need to understand its limitations and the flaws in current monetary and regulatory policy and then correct them. The concluding part of this book is dedicated to the latter, advocating a move towards the sovereign monetary prerogatives of issuing the entire stock of official money and benefitting from the gain thereof (seigniorage). The author argues that these functions should be made the sole responsibility of independent and impartial central banks with full control over the stock of money (not the uses of money) on the basis of a legal mandate that would be more detailed than is the case today. This includes a thorough separation of monetary and fiscal powers, and of both from banking and wider financing functions. This book provides a welcome addition to the banking literature, guiding readers through the inner workings of our monetary and regulatory environments and proposing a new way forward that will better protect our economy from financial instability and crisis.

Book excerpt: This book renews the Marxian theory of the general equivalent by highlighting the contradiction between the social functions of money (unit of account, means of circulation) and its private functions (store of value, accumulation). It draws a clear distinction between the monetary base and the commodity base of money and thus avoids the confusion between money and credit on the one hand, and money and capital on the other, which are found in other heterodox monetary theories. It accounts for the new forms of monetary constraints weighing on the banking systems under and inconvertible fiat money standard, the class relationships underlying the interventions of monetary authorities and governments, and presents a definition of the state which emphasises its mode of intervention on the collective and social conditions of capitalisms which are money and labour power. The emphasis on the contradiction between these two types of monetary functions gives a more fundamental account of the conflict between the international role and the national origin of the dollar than the Triffin dilemma, which has been constantly overcome or deferred by the US since 1960. The author explains this evolution by demonstrating how, from the 1950s onwards, the dollar began a process of acquiring relative autonomy from the US economy. By focusing on the role and international functions of the dollar, he offers a fresh look at the 2008 crisis and its consequences for the international monetary system, but also for a possible post-capitalist financial system – which post-revolutionary Russia experimented with in the form of the NEP, and whose contemporary implementation is foreshadowed by the rise of digital central bank currencies. The book thereby provides a necessary update to the tools and concepts inherited from Marx for analysing and understanding money, capital and the state.
