During that long period, he has played a significant role in Hong Kong's political, economic, educational, and social development, first when it was a British colony and then a Special Administrative Region of China. Indeed he is probably the only native son of Hong Kong who was closely and actively involved in the entire process of transferring Hong Kong's sovereignty back to China. His memoirs record his personal experiences in Hong Kong's political scene in the two decades between 1979 and 1999 and his role in the Sino-British negotiations and the subsequent twelve and a half years of transition from British colonial rule to the first Chinese Special Administrative Region having a high-degree of autonomy and practicing "One Country Two Systems." Under his outstanding leadership, he helped to bring the Sino-British negotiation on Hong Kong's political future to a successful conclusion. Then with his assistance and advice, Hong Kong was able to achieve a smooth and peaceful transition on 1 July 1997. This book is a valuable source of information on this important period in the history of Hong Kong. Some of the information has not been published before. It will be of interest to all those who wish to know more on what had happened during these pivotal years, which have determined the future course of Hong Kong.

Influenced by neoliberalism, Margaret Thatcher saw Britain as a global trading nation, which was well placed to serve China’s reform. During the negotiations over Hong Kong’s future, British diplomats aimed to educate the Chinese in free-market capitalism. Nevertheless, Deng Xiaoping held an alternative vision of globalisation, one that privileged sovereignty and socialism over market liberalism and democracy. By drawing extensively upon the declassified British archives along with Chinese sources, this book explores how Britain and China negotiated for Hong Kong’s future, and how Anglo-Chinese relations flourished after 1984 but suffered a setback as a result of the 1989 Tiananmen Square crackdown. This original study argues that Thatcher was a pragmatic neoliberal, and the British diplomacy of ‘educating’ China yielded mixed results.

On the one hand, the two economies are becoming increasingly integrated, as Taiwanese companies have come to regard the mainland as the best place to manufacture their products and maintain global competitiveness. On the other hand, the long-running and changing political dispute between the two governments remains unresolved. Each side fears the intentions of the other and is acquiring military capabilities to deter disaster. In its pursuit of peace in the Taiwan Strait, the United States could get drawn into a war between the two rivals. Richard C. Bush, whose career has been dedicated to Taiwan-China issues, explores the conflicts between these nations and the difficulties that must be resolved. Disagreements over sovereignty and security form the core of the dispute. What would be the legal status and international role of the Taiwan government in a future unified China? Given China's growing military power, how could Taiwan feel secure? Complicating these issues are domestic politics and international competition, as well as misperceptions on both sides. Thus multiple obstacles prevent the two sides from even getting to the negotiating table, much less reaching a mutually acceptable resolution. For reasons of policy and politics, the United States is constrained from a central role. To begin with, it must provide China with some reassurance about its policy in order to secure cooperation on foreign policy issues. At the same time, it must bolster Taiwan's political confidence and military deterrence while discouraging provocative actions. The arcane nature of this dispute severely restricts the role of the United States as conflict mediator. But if there is to be any solution to this conflict, the comprehensive analysis that this book provides will be required reading for effective policy.
