ACI's flagship competitiveness study adopts a comprehensive framework to measure competitiveness by incorporating 102 indicators under four environments and 11 sub-environments. By undertaking the study at the sub-national level, it accounts for the considerable disparities within a large economy like Greater China. The study's unique methodology incorporates comparative strengths and weaknesses, and what-if policy simulations aimed at policy suggestions for each sub-national economy and region.A new feature of this competitiveness study introduces the concept of Shapley value for the assignment of weights to the various indicators that constitute competitiveness. This methodological innovation not only adds an element of objectivity in terms of the assignment of weights, but also validates the robustness of results obtained from the competitiveness studies over the past years.Moreover, the empirical research featured in this book attempts to understand the drivers of FDI inflows to Mainland China, with a specific focus on exchange rate movements and volatility. Nowadays with the international flows of goods and capital becoming ubiquitous and comprising an important aspect of national competitiveness, the role of exchange rate is drawing much more policy attention. In view of this, the research findings presented in this book make an important academic and policy contribution by empirically examining the relationship between FDI inflows and exchange rate.Finally, the timing of this publication makes it indispensable to include the interpretation and reconciliation of policy development of China after the 19th National Congress of the Communist Party of China held in October 2017. Book excerpt: This book explores the characteristics of casino capitalism in Macau under Chinese sovereignty and administration. It argues that casino capitalism propelled the region’s economic prosperity and social stability in the period starting from the internationalization of the casino industry in 2002 to the end of 2019. However, casino capitalism also exacerbated the income gap between the rich and the poor. To tackle income inequality, the Macau developmental state combined casino capitalism with social welfarism. The region’s developmental state has been characterized by its relatively decisive leadership, its autonomy from the capitalist and working classes, and a comparatively weak civil society. China has encouraged Macau to shift from its overdependence on casino capitalism to economic diversification and integration with the Greater Bay Area. However, given Macau’s long-standing and profound dependence on casino capitalism, the path of economic diversification is destined to be long and difficult. As this book also argues, the Macau model of “one country, two systems” is a unique one which cannot be easily transplanted to Hong Kong, where the overdeveloped politics and assertive civil society are a far cry from Macau’s frozen politics and quiescent society.

The project evaluated and ranked the competitiveness of 1,007 global cities, with a combined population of over 500,000, based on a number of selected indicators. The report provides an overview of the global urbanization pattern and areas of improvements in the selected cities. The outcomes of the project confirm that the formation and changes of global value chains have caused profound changes in economic structures in some countries and affected the development of cities in these countries, thereby reshaping the city planet. In addition to comparative analysis of competitiveness of cities, this report also sheds light on the global pattern and trends of economic and human development. It reveals four new findings regarding the development of cities around the world: First, over the past four decades, human societies are transitioning quickly from agricultural societies which are characterized by scattered settlements to industrial societies which are characterized by city clusters, interconnectivity, and resource sharing. The planet where we are living has become a city planet. Second, globalization and the advancements of smart and networking technologies have accelerated urbanization across the world in the past four decades. Third, cities are becoming increasingly metropolitan, interconnected, and smart. Fourth, sustainability scores of the selected global cities show olive-shaped distribution on the world map and sustainability performance of Asia cities has improved continuously.

Book excerpt: Hong Kong has been a unique society from its establishment as a political region separate from mainland China in the nineteenth century under British colonial rule until the present day as a special administrative region of the People’s Republic of China. A hub of interregional and international migration, it has been the temporary and long-term home of people belonging to many racial, ethnic, and cultural groups. This book examines the evolution of the community established by clergy and congregants of the Russian Orthodox Church. This community was first developed in the 1930s and then revived after a hiatus of over two decades from the 1970s to the 1990s with the founding of the Orthodox Parish of Apostles Saints Peter and Paul (OPASPP) at the turn of the twenty-first century. This study demonstrates how the OPASPP has become a vital provider of knowledge about Russian language and culture as well as a religious institution serving both heritage and convert believers. The community formed by and around the OPASPP is important to foster Sino-Russian relations based on individual-to-individual contact and mutual exposure to Chinese and Russian cultures in a region of China which allows spiritual and social diversity with minimal political constraints.
