Reasoning that the turbulence could be calmed by turning Black city-dwellers into homeowners, they passed the Housing and Urban Development Act of 1968, and set about establishing policies to induce mortgage lenders and the real estate industry to treat Black homebuyers equally. The disaster that ensued revealed that racist exclusion had not been eradicated, but rather transmuted into a new phenomenon of predatory inclusion. Race for Profit uncovers how exploitative real estate practices continued well after housing discrimination was banned. The same racist structures and individuals remained intact after redlining's end, and close relationships between regulators and the industry created incentives to ignore improprieties. Meanwhile, new policies meant to encourage low-income homeownership created new methods to exploit Black homeowners. The federal government guaranteed urban mortgages in an attempt to overcome resistance to lending to Black buyers – as if unprofitability, rather than racism, was the cause of housing segregation. Bankers, investors, and real estate agents took advantage of the perverse incentives, targeting the Black women most likely to fail to keep up their home payments and slip into foreclosure, multiplying their profits. As a result, by the end of the 1970s, the nation's first programs to encourage Black homeownership ended with tens of thousands of foreclosures in Black communities across the country. The push to uplift Black homeownership had descended into a goldmine for realtors and mortgage lenders, and a ready-made cudgel for the champions of deregulation to wield against government intervention of any kind. Narrating the story of a sea-change in housing policy and its dire impact on African Americans, Race for Profit reveals how the urban core was transformed into a new frontier of cynical extraction.

On the contrary, it was the product of federal government policies, established during the 1930s and developed over the course of the twentieth century. At the Boundaries of Homeownership traces how the government's role in this became submerged from public view and how several groups who were locked out of homeownership came to recognize and reveal the role of the government. Through organizing and activism, these boundary groups transformed laws and private practices governing determinations of credit-worthiness. This book describes the important policy consequences of their achievements and the implications for how we understand American statebuilding.

Book excerpt: In Latin America, Scandinavian housing experts explained that "housing is too important a commodity to be subjected to the same general market conditions as other goods", but the Americans ridiculed such a stance. The Cold War was fought with bricks and mortar, not just small, hot wars in poor places and the threat of nuclear Armageddon. Privatisation began in Malaysia in the 1940s; in West Germany, Taiwan, Burma and South Korea in the 1950s; India in 1964; Jordan in 1965; Brazil in 1966; Guatemala and Nigeria in 1967; and the Philippines (again) in 1968. In the 1960s, the US granted loans to expand the private housing sectors in Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Nicaragua, Panama, Peru, Uruguay and Venezuela. They began housing projects in Rhodesia, Zambia and Mali. They moved into Senegal in 1972, Botswana in 1973, Tanzania in 1974 and Kenya in 1975 - all the while spreading the American dream.

In the post-war period, homeownership became the most preferable housing choice in developed societies, such as Australia, Britain, Japan, Spain, and the United States. In the financialization era, its proliferation aggregated enormous wealth and debt in the housing and mortgage markets, affecting social stability by creating inequality and housing unaffordability. Hong Kong is the most extreme example of this among developed societies – in recent years, the city has made international headlines both for its housing problem and its social instability. By studying the history of homeownership in Hong Kong over a period of four decades, Chung-kin Tsang proposes that homeownership is inseparable from the social imagination of the future, conceptualizing this framework as "hope mechanism". This perspective helps trace the connections between ‘House Buying’ as a hope mechanism – one which is central to subject formation, life goals, and temporal mapping for socially shared life planning – and social stability. Homeownership, Renting and Society presents new evidence showing that this homeownership gap already existed between American and German cities around 1900. Existing explanations based on culture, government housing policy or typical socio-economic factors have difficulties in accounting for these long-term cross-country differences. Using historical case studies on Germany and the USA, the book identifies three institutional domains on the supply-side of the housing market – urban land, housing finance and construction – that set countries on different housing trajectories and subsequently established differences that were hard to reverse in later periods. Further chapters generalize the argument across other OECD (Organisation for Economic Co-operation and Development) countries and extend the explanation to cover historical differences in homeownership ideology and horizontal property institutions. This enlightening volume also puts forward path-dependence theories in housing studies, connects housing with vast urban-history and political-economy literature and offers comprehensive insights about the case of a tenant’s country which contradicts the tendency towards universal homeownership. For many, buying a home is no longer in their best interest and may harm their children's educational opportunities. This book argues that US leaders need to re-evaluate housing policies and develop new ones that ensure that all Americans have access to affordable housing, whether rented or owned. After describing common myths, the book shows why the circumstances now faced by America's financial underclass make it impossible for them to benefit from homeownership because they cannot afford to buy homes. It then exposes the risks of 'home buying while brown or black,' discussing US policies that made it easier for whites to buy homes, but harder and more costly for blacks and Latinos to do so. The book argues that remaining racial discrimination and certain demographic features continue to make it harder for blacks and Latinos to receive homeownership's promised benefits.

For this purpose, it identifies the socio-economic characteristics of civil servants in Ibadan, investigates their housing preferences and identifies and examines factors affecting homeownership amongst them. This happens with a view to promote homeownership. The study uses self-administered questionnaires to obtain relevant data. A total number of 113 participants were used. This was generated by taking 15% of the staff capacity of each of the reviewed ministries in the Oyo State government secretariat, Ibadan, Oyo State. Out of this number, 95 valid participants were retrieved and used for the analysis, indicating a response rate of 84.07%. Data were analysed with the use of frequencies, percentages and weighted mean analysis.

Section 8 Homeownership. HUD's Section 8 housing vouchers are normally used to subsidize the rental housing expenses of eligible recipients. However, HUD offers a way for Section 8 voucher recipients to have their homeownership expenses subsidized when they qualify to purchase homes. If you wish to purchase your first home but need help meeting the monthly mortgage and other homeownership expenses, there a program that will help you it is called the Homeownership Voucher Program. Section 8 Housing Choice Voucher eligibility is based on income, not assets. So, it is possible to own a house or other real estate and still qualify for Section 8. However, income for the purposes of determining Section 8 eligibility must include the income you earn from these assets. Although this program is primarily designed for working families, elderly and disabled persons and families also qualify. Current participants include single and two-parent families, grandparents and single individuals. The minimum income requirements for participation include a stable monthly income such as wages from full-time employment, Social Security or other pension benefits. The minimum annual income eligibility also varies by county. The family must be a HCR Section 8 participant for at least one year, and be a first-time home owner, or single-parent displaced homemaker.
