This book presents a socio-legal enquiry into the civic marginalisation of Roma in Europe. Instead of looking only at Roma’s position as migrants, an ethnic minority or a socio-economically disadvantage group, it considers them as European citizens, questioning why they are typically used to describe exceptionalities of citizenship in developed liberal democracies rather than as evidence for how problematic the conceptualisation of citizenship is at its core. Developing novel theoretical concepts, such as the fringes of citizenship and the invisible edges of citizenship, the book investigates a variety of topics around citizenship, including migration and free movement, statelessness and school segregation, as well as how marginalised minorities respond to such predicaments. It argues that while Roma are unique as a minority, the treatment that marginalises them is not. This is demonstrated by comparing their position to that of other marginalised minorities around the globe.

The volume challenges some of the myths surrounding the Roma as a 'problem population', and places the focus instead on the context of European policy and identity debates. It comes to the conclusion that the migration of Roma and the constitution of their communities is shaped by European policy as much as, and often more so, than by the cultural traits of the Roma themselves. The chapters compare case studies of Roma migrants in Spain, Italy, France, and Britain and the impact of migration on the origin communities in Romania. The study combines historical and ethnographic methods with insights from migration studies, drawing on a unique multi-site collaborative project that for the first time gave Roma participants a voice in shaping research into their communities. This enormous social and political problem cannot be solved without proper historical studies like this book. Achim presents and interprets the long history of the Gypsies, including slavery, the process of integration and assimilation into the majority population, as well as the historical roots of the marginalization of the Gypsies. The deportation of Gypsies to Transnistria during the Antonescu regime, between 1942 and 1944, is reconstructed in a separate chapter. The closing chapters elaborate on the policy toward the Gypsies in the decades after the Second World War, and its bearing on the situation of the Roma population in today's Romania.

Book excerpt: Morality is often imagined to be at odds with capitalism and its focus on the bottom line, but in The Moral Neoliberal morality is shown as the opposite: an indispensible tool for capitalist transformation. Set within the shifting landscape of neoliberal welfare reform in the Lombardy region of Italy, Andrea Muehlebach tracks the phenomenal rise of voluntarism in the wake of the state’s withdrawal of social service programs. Using anthropological tools, she shows how socialist volunteers are interpreting their unwaged labor as an expression of social solidarity, with Catholic volunteers thinking of theirs as an expression of charity and love. Such interpretations pave the way for a mass mobilization of an ethical citizenry that is put to work by the state. Visiting several sites across the region, from Milanese high schools to the offices of state social workers to the homes of the needy, Muehlebach mounts a powerful argument that the neoliberal state nurtures selflessness in order to cement some of its most controversial reforms. At the same time, she also shows how the insertion of such an anticapitalist narrative into the heart of neoliberalization can have unintended consequences.
