Book excerpt: Pursuant to congressional requests, GAO reviewed the Air Force's decision to use two military operations areas for training involving supersonic flights to determine: (1) the Air Force's need for the projected number of supersonic flights for the 49th Tactical Fighter Wing (TFW); (2) the adequacy of the Air Force's evaluation of the alternative to supersonic flights over both Valentine, Texas and Reserve, New Mexico; (3) the Air Force's compliance with the National Environmental Policy Act's procedural requirements; and (4) the actions the Air Force has taken to ensure that supersonic flights do not enter Mexican airspace, and the repercussions if Mexican airspace is entered. GAO believes that: (1) in light of the Tactical Air Command's air-to-air training requirements and the comparability of 49th TFW air-to-air flying to a similar wing, the number of supersonic flights projected in the environmental impact statements was reasonable; (2) the Air Force's proposal to use both Valentine and Reserve for supersonic operations was appropriate because none of the alternatives were more cost-effective or operationally feasible; (3) the Air Force complied with the procedural requirements of the act for preparing environmental impact statements since it provided adequate time for public comments, responded to all relevant comments, and allowed more than the required minimum of 30 days between issuing the final statements and deciding to implement the proposed actions; and (4) the Air Force is acting to avoid entering Mexican airspace, and no repercussions seem likely in the event of such overflights.

Book excerpt: The Air Force flies supersonic flight operations in the Sells Military Operations Area (MOA)/Air Traffic Control Assigned Airspace (ATCAA). Review of the existing supersonic waiver to conduct supersonic flight operations below 30,000 feet was accomplished. Several alternatives were reviewed to include the 'no-action' option. These alternatives were broken down into low altitude flight training and Sells Airspace supersonic training sections. In the low altitude section, the RDEIS reviewed establishing flying routes at other bases, rerouting military training routes, raising the minimum altitude on MTRs, discontinuing low level navigation flying, and developing additional routes. The supersonic training alternatives included transferring supersonic training to other MOAs/ATCAAs or restricted areas, raising supersonic training floors, discontinuing training, and establishing a new training area. The primary environmental concerns of supersonic flight operations are the effects of sonic booms on human health and annoyance, wildlife, structures, cultural resources and recreational activities.

Book excerpt: This report documents the development of supersonic data bases for five military operations areas (MOAs) and presents a user's guide to the two programs that were used to develop the data bases. Data bases were developed for Holloman, Luke, Oceana, Tyndall and Nellis MOAs. These data bases were generated on the Tyndall AFB Cyber Computer using two computer programs (MOAOPS and BOOM-MAP) developed by BBN Laboratories that extract and analyze data from the Tactical Air Crew Training Systems/Air Combat Maneuvering Instrumentation (TACTS/ACMI) manufactured by Cubic Corporation. The TACTS/ACMI system digitizes various positional and performance parameters of the aircraft on the range at frequent intervals for later replay in graphic or tabular form during aircrew debriefings. The MOAOPS program extracts information from TACTS/ACMI mission standard data tapes and compiles a library of engineering data concerning the supersonic operations. The BOOM-MAP program calculates various statistics on the supersonic operations. It also calculates expected sonic boom levels on the ground based on the extracted information. The results of the work performed on this contract verify the production capability of the MOAOPS and BOOM-MAP programs for extracting and analyzing data from TACTS/ACMI data tapes. Output form the BOOM-MAP program in terms of supersonic and boom producing flight track maps and noise contour maps, provide the environmental and range planner with important and useful tools to analyze MOA operations.
