Book excerpt: The Veterans of Foreign Wares of the United States is an organization of more than two million former servicemen of various wars and expeditions (90 per cent of them World War II veterans), with 8,000 posts and an annual budget of around three million dollars. The V.F.W. is smaller numerically and less powerful politically than its larger rival the American Legion. Both, however, exist primarily to obtain benefits for veterans. The principal activities of these veterans' groups are to assist veterans in processing claims and to support enactment of legislation favorable to veterans and their families. Another prominent feature of these groups is their intense patriotic motives, inspiring Americanism activities befitting their interpretation. Although American veterans' groups have existed since the beginning of the nation it is only since the Civil War and GAR prominence that they have formed an effective pressure group nationally and have actively courted public favor through community service projects, interest in education and scholarships, and Americanism activities. In assisting veterans and their dependents, the V.F.W. has effective administrative machinery to handle veterans' claims without charge, to guide veterans in obtaining positions under the merit system and to handle appeals that arise under veteran perference. In influencing legislation, the V.F.W. has a full-time legislative representative in Washington looking out after veteran interests by supporting and influencing the enactment of V.F.W.-supported legislation. On state level V.F.W. depeartment officers perform similar functions in state legislatures. Veterans' groups are regarded by some as the most important and biggest of the Washington lobbies. In this activity, the V.F.W. effort does not always coincide with the interest of the majority of veterans or even all of its members. Sometimes V.F.W. lobbying is in opposition to other veteran groups. Politically the major veteran groups are non-partisan, working alike with both Democrats and Republicans in supporting or opposing legislation. As pressure groups, veterans' organizations are most effective in obtaining tangible benefits for former servicemen and their dependents. By sheer weight of numbers (there are about 20 million former servicemen), the "veteran bloc" makes its influence felt in legislative bodies--federal as well as state. To oppose the "veterans" is politically inexpedient. Benefits supported by the V.F.W. include pensions for disabled veterans and for all veterans and their dependents, bonus legislation (state and national), veteran preference and greater job security in civil service, in reduction of force and rehiring, and hospital and medical benefits. In this thesis, use has been made primarily of source material, including organization data and records, documents, and interviews with members active in conducting V.F.W. programs. An attempt has been made to weigh the group's claims against available and authenticated sources. No effort has been made to tell the entire story of the group since its beginning, which would form the basis for a much more inclusive work.
