Book excerpt: Excerpt from Colorado History and Government: With State Constitution The first American explorer was Lieutenant Zebulon Pike, who was sent by General Wilkinson, then com mander of the United States army, to map the Arkansas and Red rivers and incidentally to make peace between the Pawnee and Osage Indians on the great plains west of the Missouri river. Leaving St. Louis in 1806, his command proceeded through the Indian country of western Missouri and southern Nebraska, and then turning south struck the Arkansas river in southwestern Kansas. Here Lieutenant Wilkinson was detached with a small command to follow the stream toward the Mississippi, while the dauntless Pike with his remaining followers pushed toward the unknown west. On the 1sth of November he caught his first glimpse of the snow clad Rockies, and ten days later tried to climb the giant mountain that now bears his name. Two days of toil and storm - buffeting brought him to the snow-covered top of Cheyenne mountain, where, half starved and nearly frozen, he saw the mighty peak yet far away, mantled in cloud, majestic, unattainable. Then he turned again to his task and pushed into the mountains in a desperate attempt to find the source of the Arkansas in the winter season. Gardner, the owner), over the divide about four miles east of Palmer Lake and thence into old Colorado City, thence down the Fountain river to Pueblo. The American's destination was the ranch on the little Fountain, known formerly as the Geiser ranch, three and one-half miles west of the present town of Fountain City. This latter place was then known as Terrellville, there being merely a house and a grout store building. Amos Terrell was the pioneer living in the house. In going from Terrellville to the Geiser ranch the road led over a bluff and high mesa then dropped down into the valley of the Little Fountain. Here a wide bottom very level and in the midst of it the ranch house, stables, corrals and a large meadow of natural blue stem grass greeted the eye. This meadow produced a great quantity of fine hay - perhaps a hundred tons - each season. Outside the meadow was merely dry prairie. Harvey Ring managed the ranch. He lived roy ally, drove a fine team of white trotters and en tertained like a true Colorado ranchman. The American came here as his guest until he could locate his family which was then in the East. Staying there two or three weeks he finally lo cated on a ranch on the Arkansas River three miles west of Pueblo. Book excerpt: Excerpt from Report of the Attorney General of the State of Colorado for the Years 1903 and 1904 The probable outcome of this suit has become much more favorable to Colorado as the conditions of irrigation have been developed. I do not consider it proper to go into a discussion of the case while it is pending, and such a procedure would prob ably not be tolerated by the Supreme Court of the United States. It is not, however, out of place to say that the State Engineer has been giving this suit close attention and has made a thor ough investigation of the waters of the Arkansas river, the underflow in the State of Kansas and the loss of the flood waters arising in Colorado. The results of this investigation show that only a very small percentage of the waters flowing into the river from the water-shed of the Arkansas pass beyond the State line. The cause of this is shown to be the formation of the river bed which allows the waters to sink. The investigation, which has been carried on under the most favorable circumstances during the past year, also discloses the fact that, irrespective of ditches, the large amount of flood waters which fall on this water shed are lost by sinking before they reach Dodge City. The history of the Arkansas river has also been thoroughly studied, and it is shown that the river is subject to great floods and also to remarkable scarcity of water. The literature cover ing the history of this stream for a number of years past shows that it was not a rare thing to find the bed of the river dry and that this condition often occurred previous to the commencement of irrigation.
