The writer accepts as true a recent statement Of Canon Hen son, that knowledge Oi the past is a great emancipating power Of the present, and that ignorance Of the past is one of the present's greatest curses. History treated as a record of social progress may become one of the great cementing forces Of society. With what aspect of the past shall history deal? It is quite correct to say that history is the outgrowth of the age in which it is written and that the various interpretations which have been given it are but reflections Of the varying and dominant interests Of society. Not many years ago, Edward A. F ree man's famous dictum, history is past politics and politics are present history, found general acceptance; but this sentiment is no longer generally approved. Clearly there is at present a desire to select those interests Of the past which most bear on the present. For a considerable time, the tendency has been Obvious for both writers and teachers to emphasize economic and social history rather than the history Of war or Of the evolu tion Of governmental systems. In submitting to the public this history of American commerce, an explanation of the causes in which it had its inception may most properly premise a review of the finished work. The present year marked for the oldest commercial paper in America, the Shipping and Commercial List and New York Price Cur rent, the completion of one hundred years of useful existence. In seeking some method of celebrating the centennial in a manner worthy at the same time of the paper and of the busi ness interests of the country, the present idea was evolved. It was decided that in no better way could service be rendered to the American commercial community than by gathering together in compact form the interesting facts of its remarkable development. At first the intention was to present this history in a centennial edition of the paper, and upon this plan the work was begun. Then, as in the end, the plan contemplated the publication of one hundred chapters, written by one hundred men representing the great lines into which our trade and industries had been developed and specialized in recent years. The suggestion of such a work met with most generous welcome in the business world. Its need was recognized at once, and its novelty and value elicited eminent aid. The very success of the idea compelled the changing of the original plan. In the form of a newspaper publication the work would have lacked permanence and breadth of scope. It seemed almost unfair to interest representa tive men throughout the country, who would bring enthusiasm, ability, and experience to the work of describing the industries of the country, and then to place upon them limitations of space within which they could do justice neither to themselves nor to their subjects. More over, it was not solely as a newspaper centennial that the event was of importance; it had a deeper and more extended historical significance. Like the Shipping and Commercial List itself, the centennial to be celebrated was but the natural outcome of a great event in the history of our establishment as a nation. Book excerpt: Excerpt from History of Domestic and Foreign Commerce of the United States, Vol. 2 Before considering in detail the history of the foreign commerce of the United States during the period of national life under the Constitution, it will be helpful to survey the status of the industries and trade of the United States in 1789 and 1790. This will afford a fixed point from which to measure the progress antecedent and subsequent to the adoption of the Constitution. The year 1789 was significant in the economic as well as the political history of the United States. The country was recovering from the business depression that had begun in 1785. The revival of industry from the setback of that year had been slow, but the country was in reality economically sound. Abundant available resources awaited development; and what was needed to enable business to expand was an effective government with power to provide itself with revenue, to establish public credit, to create a sound national currency, and to regulate interstate and foreign trade. The government under the Constitution, steadied by the judgment of Washington and guided by the financial and political genius of Hamilton, established conditions required for the internal development of the country. The working out of international relations favorable to the foreign trade of the United States proved to be a more difficult task Indeed, it was long after the second war with Great Britain that the United States first secured satisfactory commercial treaties with several import ant powers. The handicap which this placed upon the foreign trade of the United States was, as will be pointed out later, more than overcome, from 1793 to 1805, by the continental European wars that gave American merchants exceptional opportunities is neutral traders. The Constitution and the measures adopted early in Washington's administration enabled internal industry and trade to continue the growth that had started before 1789; but foreign commerce was given its first strong impulse by the continental wars. The growth in population, by natural increase and by immigration, was rapid. The first census of the United States, taken in 1790, showed that there were 3,921,326 people in the country, of whom about five-sixths were white and one-sixth black.
