Book excerpt: This book examines the difficulties -- created by the traditional social structure and colonial experience of change -- faced in generating modernization and structural change in India. The study is based on a survey of the social backgrounds of 1,432 members of three educated-professional elite groups -- industrial managers, civil servants and university teachers -- drawn from all over India. The findings confirm the familiar pattern of an extremely narrow upper stratum from which these functional groups recruit their members to the exclusion of the bulk of society. This important book reexamines the institution of caste and its socio-religious underpinnings showing that: caste works as a tight and elaborately defined bureaucratic order that encourages every group to preserve its uniqueness and graded privileges; and that, being fundamentally connected with factors relating to distribution of power (land, capital and labour), caste provides the main structure of dominance that divides society into two highly defined strata of great rigidity.

Book excerpt: Drawing on the history of the philanthropy of India's economic elites, Arun Kumar discusses how their ideas and understanding of development have shifted and changed over time. Going beyond the more familiar criticisms of development's entanglements with colonialism, Kumar interrogates the changes in development imaginaries in terms of modernity's entanglements with the national question, including anti-colonial nationalism and post-colonial nation-building during the twentieth century. Development, he suggests, can be usefully read and critiqued as national-modern. Philanthropy and the Development of Modern India plots the careers of the national-modern in four main sites of development: civil society, community, science and technology, and selfhood. In an unusual move reading socio-economic nationalist reform from the first half of the twentieth century alongside post-colonial development from the second half, Kumar uncovers the lineages of contemporary development ideas such as self-care, self-reliance, merit, etc. In all this, elites were driven by a 'pedagogic reflex': to teach different sections of Indian society of how to be modern and developed. Contrary to development studies' characterization of elites as anti-development or captors of scarce resources, Kumar shows how elites longed for development for others. Development provided the moral justification, in their calculations, for protecting their commercial interests as they navigated the turbulent Indian twentieth century.

Nehru's India never quite fulfilled this promise, but more recently his vision of India has been challenged by two "revolts of the elites": those of economic liberalization and Hindu nationalism. These revolts have been challenged, in turn, by various movements, including those of India's "Backward Classes". These movements have exploited the democratic spaces of India both to challenge for power and to contest prevailing accounts of politics, the state and modernity. Reinventing India offers an analytical account of the history of modern India and of its contemporary reinvention. Part One traces India's transformation under colonial rule, and the ideas and social forces which underlay the deliberations of the Constituent Assembly in 1946 to consider the shaping of the post-colonial state. Part Two then narrates the story of the making and unmaking of this modern India in the period from 1950 to the present day. It pays attention to both economic and political developments, and engages with the interpretations of India's recent history through key writers such as Francine Frankel, Sudipta Kaviraj and Partha Chatterjee. Part Three consists of chapters on the dialectics of economic reform, religion, the politics of Hindu nationalism, and on popular democracy. These chapters articulate a distinct position on the state and society in India at the end of the century, and they allow the authors to engage with the key debates which concern public intellectuals in contemporary India. Reinventing India is a lucid and eminently readable account of the transformations which are shaking India more than fifty years after Independence. It will be welcomed by all students of South Asia, and will be of interest to students of comparative politics and development studies.

Professor Lele insists that the politicians of Maharashtra sustain, however dispersed, a hegemonic class rule. The processes of development and modernization directly serve strategies of private gain through the public sphere; the elites continue to enclose the public sphere while propagating the myth of open competition. Case studies of local, state, and national politicans illustrate this behaviour and show how competition between powerful alliances is effectively moderated. The concluding section proposes a new comparative approach to political sociology. It demonstrates the inherent contradiction between domination and community, and argues for a historical analysis of the rise and fall of classes and ideologies. Professor Lele challenges the emphasis on modernization and instrumentality in contemporary social science, and suggests that the insights of Marx and Weber can lead to a more previse and universal framework for the study of societies.
