Book From Rights to Needs

Download or read book From Rights to Needs written by Raymond B. Blake and published by UBC Press. This book was released on 2009-07-01 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the family allowance phenomenon from the idea's debut in the House of Commons in 1929 to the program's demise as a universal program under the Mulroney government in 1992. Although successive federal governments remained committed to its underlying principle of universality, party politics, bureaucracy, federal-provincial wrangling, and the shifting priorities of citizens eroded the rights-based approach to social security and replaced it with one based on need. In tracing the evolution of one social security program within a national perspective, From Rights to Needs sheds new light on how Canada's welfare state and social policy has been transformed over the past half century.

Available in PDF, EPUB and Kindle. Book excerpt: The European volume of this best selling series provides data from over two centuries for all principal areas of economic and social activity in both Eastern and Western Europe. Recent concern with economic growth has led not only to a vast increase in the quantity and quality of statistics collected and published, but also to an upsurge of interest in the statistics of the past. As attention has turned more and more to the study of the comparative development of different countries, so a need has been felt for a collection of historical statistics comparing different nations. This work meets the need as far as the European continent is concerned. Each section has a short introductory commentary, and extensive notes and footnotes. This unique compilation, now in its third edition and revised and updated to 1988, brings together in a single volume major statistical series which document the growth and development of modern Europe.

Book How Ottawa Spends 1990 1991

Download or read book How Ottawa Spends 1990 1991 written by Katherine A.H. Graham and published by McGill-Queen's Press - MQUP. This book was released on 1990-05-15 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the eleventh edition of How Ottawa Spends .Like previous editions, it focusses on particular departments and policy initiatives of the federal government. This year's edition also deals with some of the internal management issues that have emerged as important in the government's quest for efficiency and productivity. Beyond evaluating past actions, the book is intended to offer informed comment on prospects for the future in the areas it explores. This is the second edition since the re-election of a Conservative majority government in November 1988. We now have an opportunity to assess the direction of the second Tory agenda. It seems important to start this assessment by asking some very basic questions: Is there a discernible government agenda? To what extent can we see similarities and differences in the direction of Conservative initiatives when we compare their first and second terms? What accounts for any similarities and differences that emerge? What are the implications of the direction of government initiatives? These questions are given broad treatment in the book's first chapter, which focusses largely on the February 1990 Budget and the federal Estimates for the 1990-91 fiscal year. That analysis is intended to set the stage for the more specific discussions of the federal agenda which follow.

Book Demography and Degeneration

Download or read book Demography and Degeneration written by Richard A. Soloway and published by UNC Press Books. This book was released on 2014-02-01 with total page 472 pages. Available in PDF, EPUB and Kindle. Book excerpt: Richard Soloway offers a compelling and authoritative study of the relationship of the eugenics movement to the dramatic decline in the birthrate and family size in twentieth-century Britain. Working in a tradition of hereditarian determinism which held fast to the premise that "like tends to beget like," eugenicists developed and promoted a theory of biosocial engineering through selective reproduction. Soloway shows that the appeal of eugenics to the middle and upper classes of British society was closely linked to recurring concerns about the relentless drop in fertility and the rapid spread of birth control practices from the 1870s to World War II. Demography and Degeneration considers how differing scientific and pseudoscientific theories of biological inheritance became popularized and enmeshed in the prolonged, often contentious national debate about "race suicide" and "the dwindling family." Demographic statistics demonstrated that birthrates were declining among the better-educated, most successful classes while they remained high for the poorest, least-educated portion of the population. For many people steeped in the ideas of social Darwinism, eugenicist theories made this decline all the more alarming: they feared that falling birthrates among the "better" classes signfied a racial decline and degeneration that might prevent Britain from successfully negotiating the myriad competive challenges facing the nation in the twentieth century. Although the organized eugenics movement remained small and elitist throughout most of its history, this study demonstrates how pervasive eugenic assumptions were in the middle and upper reaches of British society, at least until World War II. It also traces the important role of eugenics in the emergence of the modern family planning movement and the formulation of population policies in the interwar years.
