This book delves into why career and technical education/vocational education are so important and needed in California’s public schools. Among the things it looks at are “What is vocational education?” “What are the benefits of vocational education, and in particular, to the student?” and “Why does California need vocational education?” Section one of this book discusses the historical foundation of career and technical education in California starting from the beginning of 1900 to 2000. Section two contains research on the 21st century workforce and the community college’s CTE programs and role in the economy. This book provides a forum and voice for scholars in California. It allows us to learn and understand how career and technical education was viewed at the beginning of its foundation, its curriculum, and its impact on the California labor force today. It also looks at the labor market disadvantages we are facing due to lack of proper structures in the CTE programs across the State.

Book excerpt: The California Community Colleges are vital to closing the projected shortfall of Californians with a postsecondary credential and sustaining the state's economic competitiveness. Increasing the number of students who pursue and earn certificates and associate degrees in career technical education (CTE) fields is an important component of the postsecondary completion challenge, but one that has been under-emphasized in a system with a strong and historic commitment to its transfer mission. In today's economy, well-designed CTE programs offer economic security to students and the foundation for further educational and economic gain. Institute for Higher Education Leadership & Policy's (IHELP) examination of the current CTE mission within the California Community Colleges has resulted in a series of reports, the culmination of which is this systematic study of the degree to which system and state policies, as codified in statute and regulation, are supportive of the mission. With extensive input from faculty and staff in the field, learned were the challenges facing colleges to design and deliver quality CTE programs that help students earn credentials of value in the workplace. Studied were statutes and regulations to identify instances where policies are not ideally aligned with the goals of CTE. The policies governing the community colleges were designed with the historically important transfer mission foremost in mind. Policies matter, as they set forth the expectations and create the incentives and rules that influence students' experiences and outcomes. As the role of the colleges to promote workforce development has become increasingly vital to the state's economy, it is important to adapt the infrastructure of policies to serve students most effectively, whether or not they are intending to transfer prior to starting a career. The framework depicted in the report imposes conceptual order on a highly complex set of issues. As with all four reports in this "Career Opportunities" series, defined was an effective CTE mission in terms of seven criteria that were derived from a review of the literature on the community college career education mission. Drawing on the findings from all parts of this project, organized are potential barriers to more effective CTE under three recurring themes. Identified were those sections of the Education Code and Title 5 of the Code of Regulations that seemed applicable to the potential barriers. The analysis produced a set of options for revising policies and adopting new policies that would help to remove barriers to satisfying the criteria for an effective CTE mission. It is hoped that the suggestions will serve as a resource to the community college system as it continues to work to improve student success. Book excerpt: While empirical studies on rural education have defined many of the socioeconomic factors associated with rural students nationally, there is a lack of definitive and comprehensive research defining the benefit or value of career technical education for rural California high school students. Consequently, this lack of research may in turn contribute to inadequate support. Perceptions associated with the value of career technical education have shifted over time both nationally and within the state of California. Rural California schools report declining CTE enrollment; furthermore, rural counties continue to report higher levels of poverty and unemployment. Given a recent change in California's public education funding model requiring local stakeholder input on funding decisions, this lack of research may in turn contribute to a lack of understanding by local educational leaders, teachers, and the general public regarding how CTE programs can be of a benefit to rural communities. CTE, however, is believed to have the potential to play a vital role in reversing negative socioeconomic trends for rural communities. This study uses a survey to examine the value of CTE programs in rural California high schools. The purpose of this study was to examine the factors impacting CTE in rural high schools. The sample of participants in this study represents a convenience sample of members of the California Association for Career and Technical Education, the California Association of Regional Occupational Centers and Programs, the California Workforce Association, and the California Future Farmers of America's Agriculture Teachers' Directory. Participants were solicited to participate in the study via both email to 1,809 unique addresses and LinkedIn group discussion board posts. Respondents completed a web-based survey including 25 survey items. A total of 175 surveys were submitted to SurveyMonkey web-based survey administration software. The analysis and synthesis of the survey led to three thematic findings: (a) need for dedicated CTE funding source, (b) reduce CTE stigma, and (c) streamlining college articulation agreements to include CTE. From the findings, three results were drawn suggesting that rural CTE programs currently offered under a regional approach pursue additional funding and/or regional partnership with local businesses, community colleges, and universities. An acknowledgement of the lingering CTE stigma was articulated by the respondents in survey question comments. This stigma is perpetuated by both a lack of understanding of the value of CTE and the college-for-all philosophy that is promoted at high schools. Thirdly, a concerted effort is needed to expand the awareness of CTE and the lack of relevant workforce skills necessary for a rural job market due to factors associated with living in a remote community.
