Book excerpt: As the dust settles on nearly three decades of economic reform in Latin America, one of the most fundamental economic policy areas has changed far less than expected: labor regulation. To date, Latin America's labor laws remain both rigidly protective and remarkably diverse. Continuity Despite Change develops a new theoretical framework for understanding labor laws and their change through time, beginning by conceptualizing labor laws as comprehensive systems or "regimes." In this context, Matthew Carnes demonstrates that the reform measures introduced in the 1980s and 1990s have only marginally modified the labor laws from decades earlier. To explain this continuity, he argues that labor law development is constrained by long-term economic conditions and labor market institutions. He points specifically to two key factors—the distribution of worker skill levels and the organizational capacity of workers. Carnes presents cross-national statistical evidence from the eighteen major Latin American economies to show that the theory holds for the decades from the 1980s to the 2000s, a period in which many countries grappled with proposed changes to their labor laws. He then offers theoretically grounded narratives to explain the different labor law configurations and reform paths of Chile, Peru, and Argentina. His findings push for a rethinking of the impact of globalization on labor regulation, as economic and political institutions governing labor have proven to be more resilient than earlier studies have suggested.

The social character of the entire intertwined epistemological and practical natures of the sciences is intrinsic to science and itself split: the internal sociology within science, the external sociology of the social setting without. In The American Business Cycle, some of the most prominent macroeconomics in the United States focuses on the questions, To what extent are business cycles propelled by external shocks? Book excerpt: Several ofthe themes of this study have been treated in earlier publica tions, some by means of a general analysis and some through a detailed handling of problems raised by a particular theme or historian. Both the more general theoretical treatment of the theme and the concrete historiographical treatment are, I think, indispensable aids to the proper understanding of the development of historical scholarship in nineteenth-and twentieth-century England. There are a number of problems in a concrete historiographical approach: there is first the mass of historians to be faced, and then the immense amount of historical themes dealt with in various periods. As a guideline through the tangle of themes we chose the historiography on the development of the English parliament. We can only hope that we have made a responsible choice of the historians concerned. Un fortunately it was not always possible for us to give extensive biogra phies of some of the more recent historians, as several 'papers' are still firmly in the possession of families, and a number of them mus- despite of years - still be labelled 'confidential.' The Pollard Papers in the London Institute of Historical Research thus remained inaccessible. Fortunately the lack was partly compen sated by some important material being found apart from these Papers.

How are we to reconcile the notion of the revelation of an unchanging God, who is abiding truth, with the notion of the pervading mutability of all human affairs? This problem, which is as old as religion, is intensified by the Christian belief in the fullness and finality of the revelation made through Jesus Christ. Professor Pelikan begins his study of historical theology with this basic problem and traces the origins of the difficulties that inevitably follow upon the admission of the possibility of change. His investigations lead him to critically examine the dogmatic solution of Vincent of Lerins, the later dialectical interpretation of Abelard, the approach of Thomas Aquinas, and finally, the nineteenth century's Adolf von Harnack to propose a working definition of Christian doctrine and of the task of the historical theologian. Pelikan's work is a perceptive and penetrating study of the interaction of history and theology. Theology must be historical because man is historical. To neglect history, or worse still, to renounce it, is to deny man and theology their common future. Historical Theology is a worthy introduction to a task that must continually seek to weld past, present, and future into a living whole.
