Book excerpt: Excerpt from Railroads: Rates and Regulation It is this helpless and unorganized general public, always in need of an advocate, which, perhaps, most strongly appeals to the academic mind. If there be lack of judicial poise in this regard, it is, at all events, palliated by free confession in advance. Nor is the history of the assumption by public authority of its inherent right to control railroads, as narrow an interest as it at first appears. Transportation, as a service, is the commodity produced by common carriers. The manner in which the price of this commodity has been brought under governmental regulation has a direct bearing upon another problem just beginning to open up; namely that of the con trol by the state of the prices of other things. It is not unlikely, in my judgment, that the final solution of the so called Trust Problem in the United States, whether for good or ill, may ultimately contain as one important feature, the determination by governmental authority of reasonable prices for such prime necessities of life as milk, ice, coal, sugar and oil, when produced under monopolistic conditions. This View is shared by my colleague Professor Taussig in his Principles of Economics. It is also distinctly set forth by President Van Hise of the University of Wisconsin, in his recent Con centration and Control. When the seed of such an industrial policy is planted, as I believe it possible in time, the soil will have been richly prepared for its reception by our experience in the determination of reasonable charges for the services of railroads and other public utilities. Detailed discussions of such items as causes of the rise in prices, profiteering, industrial unrest, which are included in the treatment of price control in Great Britain, are omitted from the part considering price fixing in the United States; this was done chie y because such an inquiry, although it would have presented some additional illustrative material, would have involved too much repetition and lengthened considerably the study, without aiding either in the statement of the problems or in their elucidation. On the other hand, the consideration of the control of articles directly used for war purposes, such as iron and steel, copper, hides and leather, etc., which is omitted from the part dealing with Great Britain, is included in the investigation of price fixing in the United States. Book excerpt: Excerpt from Cost of Railroad Transportation, Railroad Accounts, and Governmental Regulation of Railroad Tariffs In 1865 - 66 the net freight earnings were per cent and in 1873 - 74 only per cent of the gross earnings. It would be erroneous to conclude from this that the road was operated with less economy in the past year. It will be observed that the gross earnings per ton-mile in 1865 were cents; in 1874 they were only cents. Had the gross earnings per ton-mile in 1874 been the same as in 1865, the net earnings would have been 74 per cent instead of per cent of the gross earnings. It would, however, be equally erroneous to conclude that in 1865 less economy was exercised in the operation of the road than in 1874. The differences are accounted for by other reasons. In 1865 the bulk of the freight was local, carried over short distances of the road; since that time it has become mainly-through business, which goes over the whole length of the road. The latter is transacted at less expense. Since 1865 the amount of business on the Main Stem has more than trebled. This increase causes a reduction in the operating expenses. There is a certain class of operating expenditures that do not increase with the amount of business; they are fixed expenses which have to be incurred whether a small or a large business is transacted. It follows that when only one third of the number of tons of freight were moved in 1865 as compared with 1874, the cost per ton-mile for this class of expenditures would be three times greater than in 1874.
