Having been appointed by your Excellency to represent the State of Massachusetts in the Paris Exposition, and having accepted and discharged, to the best of my ability, the responsibilities of the situation, I respectfully submit the following report: Notice of my appointment was received August 23, 1866, and I immediately entered upon the discharge of my duties by co-operating with the Commissioner-General and other agents of the United States, in presenting to the citizens of Massachusetts the information necessary to secure a creditable and successful exhibition for our Commonwealth in the World's Fair. I caused to be published in the prominent newspapers of the State important information relating to the Exposition, and I sent forth circulars specifying the kinds of goods most requisite for the occasion, the time when they must be ready for shipment, the expense that would probably occur to the contributors, and such other facts as might induce our citizens to forward articles for their own credit and emolument, for the honor of the State, and for the honor and dignity of our beloved country. The Exposition was opened to the public, April 1, 1867. It was a beautiful day, and Paris was alive with excitement. The police were out in full force, and in attractive uniforms, and the military display was grand. Flags were waving all over the city, and the decorations of the Grand Entrance, and of the main avenue to the Palace, were varied and brilliant; and over the Palace were flung to the breeze the banners of all nations. Dans le palais de l'Industrie, gigantesque bâtiment construit en 1855 sur les Champs-Élysées, Napoléon III, entouré de ses proches, de membres des familles souveraines, de hauts dignitaires et chefs d'État, remet les récompenses décernées par le jury international de l'Exposition universelle, en présence d'un public nombreux. Lancée le 1er avril, cette manifestation réunit une trentaine de pays (y compris le Siam et le Japon), 52 000 exposants, et voit chaque jour plusieurs milliers de visiteurs arpenter le Champ-de-Mars où elle se tient. La fête impériale bat son plein dans un Paris en pleine transformation sous l'égide du préfet Haussmann, entre les visites de souverains étrangers (Guillaume Ier de Prusse, Alexandre II de Russie, le sultan Abdul-Aziz, le vice-roi d'Égypte Ismaïl pacha, l'empereur d'Autriche François-Joseph), les multiples réceptions et spectacles donnés dans les opéras et théâtres parisiens, sur des musiques de Giuseppe Verdi, Charles Gounod et surtout Jacques Offenbach. Et pourtant, ce 1er juillet, la capitale bruisse d'une rumeur insistante : l'empereur du Mexique, Maximilien, frère de François-Joseph, aurait été exécuté par les troupes républicaines. Confirmée trois jours plus tard, la nouvelle interrompt temporairement les festivités. Un an après la victoire de la Prusse sur l'Autriche à Sadowa, et alors que les difficultés politiques économiques et sociales se multiplient, le ciel semble se couvrir de « nuages noirs », comme l'avouera plus tard l'empereur lui-même. Pour tous ceux qui connaîtront ensuite l'« année terrible » de 1870-1871 - ainsi que la qualifiait Victor Hugo -, l'année 1867 restera à jamais celle de l'Exposition, la dernière période de joie et d'insouciance avant les difficultés. C'est à la découverte de cette « flèche d'or du Second Empire » que nous invite cet ouvrage particulièrement vivant, sur les pas de ceux qui l'ont organisée et de ceux qui l'ont visitée, George Sand, Gustave Flaubert, Jules Verne, Jules Michelet, Ferdinand de Lesseps, Frédéric Le Play ou le futur Édouard VII.
