Roussel, Budin et Strauss sont à l'origine de trois grandes lois visant à protéger les enfants. Les consultations de nourrissons et gouttes de lait de Variot, Dufour, Pinard... marquent le début de la protection maternelle et infantile.

Les campagnes des médecins philanthropes, les cris d'alarme des politiciens soucieux de démographie réduiront peu à peu les excès les plus choquants de l'exploitation ; cependant le marché des "remplaçantes" parisiennes survivra aux découvertes pastoriennes et subsistera même, jusqu'à la Première Guerre mondiale, dans les familles les plus fortunées.
