This is an axiomatic statement, but the very nature of the economic changes that have stemmed directly from the effects of oil resources in these areas has tended to obscure longterm patterns of economic change and the fundamental transformation of Middle Eastern and North African economies and societies over the past two hundred years. In this study Professor Issawi examines and explains the development of these economies since 1800, focusing particularly on the challenge posed by the use and subsequent decline of Western economic and political domination and the Middle Eastern response to it. The book beg ins with an analysis of the effects of foreign intervention in the area: the expansion of trade, the development of transport networks, the influx of foreign capital and resulting integration into international commercial and financial networks. It goes on to examine the local response to these external forces: migration within, to and from the region, population growth, urbanization and changes in living standards, shifts in agricultural production and land tenure and the development of an industrial sector. Professor Issawi discusses the crucial effects of the growth of oil and oil-related industries in a separate chapter, and finally assesses the likely gains and losses in this long period for both the countries in the area and the Western powers. He has drawn on long experience and an immense amount of material in surveying the period, and provides a clear and penetrating survey of an extraordinarily complex area.

Book excerpt: This survey of North African history challenges both conventional attitudes toward North Africa and previously published histories written from the point of view of Western scholarship. The book aims, in Professor Laroui's words, "to give from within a decolonized vision of North African history just as the present leaders of the Maghrib are trying to modernize the economic and social structure of the country." The text is divided into four parts: the origins of the Islamic conquest; the stages of Islamization; the breakdown of central authority from the sixteenth to the eighteenth centuries; and the advent of colonial rule. Drawing on the methods of sociology and political science as well as traditional and modern historical approaches, the author stresses the evolution marked by these four stages and the internal forces that affected it. Until now, the author contends, North African history has been written either by colonial administrators and politicians concerned to defend foreign rule, or by nationalist ideologues. Both used an old-fashioned historiography, he asserts, focusing on political events, dynastic conflicts, and theological controversies. Here, Abdallah Laroui seeks to present the viewpoint of a Maghribi concerning the history of his own country, and to relate this history to the present structure of the region. Book excerpt: This book examines the extent to which the 1991-2 crisis in Algeria had its origins in the competing ideologies and policy choices of the Boumediene era (1965-78). In post-independence Algeria, the post-World War II French statist model on the one hand, and, on the other, the Soviet model of the planned economy were juxtaposed on the contradictions stemming from Algeria's colonial and pre-colonial history, the development of nationalist ideas and, finally, the creation of the Front de Liberation Nationale in 1954. These unresolved conflicts overshadowed independence and resulted in the establishment of the Boumediene Presidency in 1965. The economic problems inherited from the colonial period absorbed policy-makers in this crucial post-independence period. However, the failure of the economy to deliver on its original promises, and the lack of control of cultural and ideological issues are shown to be the foundation of the conflicts of the 1990s.

In examining these struggles, Avner Ofrath shows how colonialism dissolved the political community as a frame of participation and negotiation, first in the colonies and ultimately in the metropole. Revealing the racialization of citizenship from the late 19th century onwards, this book shows how lawmakers under the Third French Republic construed colonial subjugation around rigid ethnic-religious criteria in order to protect settler privileges and exclude Algerian Muslims. Portraying Islam as oppressive and unmodern, the exclusion and othering of Muslims led to a concept of citizenship that was deeply hostile to religious difference. Despite this, Colonial Algeria and the Politics of Citizenship shows how Algeria witnessed some of the most powerful contestations of racialized citizenship seen in a colony. From a successful Jewish campaign for full political rights in the 1860s, to Muslims' demand for reform in the 1930s, Algerians insisted on Maghribi languages, religions and history as indispensable dimensions of political life.
