Book excerpt: Thirty-seven parents or primary caregivers of students receiving special education services in three school districts in central Florida participated in the study. Before and after the workshops, participants completed a three-part survey in which they gave demographic information, responded to 50 multiple choice test questions related to the IEP process, and answered 10 open-ended questions related to their involvement in their children's education. Participants also completed an evaluation at each of the workshops indicating which of the workshop's components influenced their decision to participate. Finally, participants' children's teachers completed the Parent/Family Involvement Index (P/FII) before and after participating in the workshops. The P/FII is a measure of parent involvement in their children's special education services as perceived by their children's teachers. Following data collection, quantitative statistical analysis was completed using descriptive statistics to examine if TENFEE's components supported the participation of the targeted population to the workshops. A Paired Sample t-test was calculated to evaluate any differences in participants' IEP knowledge survey test scores before and after the workshops as well as differences in teachers' P/FII scores before and after the workshops. Multiple Regressions were conducted to determine if participants' demographic characteristics influenced IEP knowledge survey test scores and/or P/FII scores.

Past barriers were discussed that kept parents from interacting and suggestions were provided for future help in overcoming these barriers. In particular, parental perceptions of their roles as communicators and decision makers in the special education process were examined in terms of ethnicity and child's educational level. Very few items found differences between the perceptions of Hispanic parents when compared to the perceptions of white parents; and some items found as children advance academically, there is less agreement among parents that they were able to be good communicators and good decision makers. Still, this research study showed that, overall, parents in Texas perceive that schools are allowing them to at least adequately fulfill these roles. Thus, the results of this study are much more positive than past research, which indicated that parents felt left out of their children's education. This more positive perception could be a result of legislation passed to ensure parental roles in educational decision making; it could be a result of actions taken by the state of Texas to monitor the enactment of this legislation; or it could be because schools are taking a more active role in providing best practice services to students and parents in terms of communication and decision-making opportunities; or it could be because the parents who answered the survey were particularly compliant or complacent.

Book excerpt: Family-school relations and parental involvement in education have been identified as ways to close the gaps in achievement (Hill & Tyson, 2009), and there is considerable evidence that they positively impact academic success for most students (Henderson & Berla, 1994). Improvements in student achievement occur regardless of racial or cultural background (Flaxman & Inger, 1991). Given that the language barrier, cultural differences, and lack of knowledge about the education system (Valdes, 1996) are some of the factors that prevent Latino Spanish speaking parents in participating in the education of their children, the purpose of this graduate project is to reduce such barriers by promoting a collaborative family-school relationship. In order to achieve this, literature regarding this topic was examined and taken into consideration to create a series of four workshops for Spanish-speaking parents with information regarding how parental involvement can be impacted through communication technology, family environment, parenting styles, and early college planning. The workshops will focus on providing Spanish-speaking parents with significant information about secondary education that supports both student and family.

Book excerpt: The Latino immigrant with children in special education is part of a unique population of people who struggle to educate their children in a school environment that also struggles to educate them. The problem of increasing Latino parent involvement in Prek-12 schools and facilitating their advocacy for their special needs children is gaining importance as this population continues to grow and assert their place in our culturally diverse society. Data for this qualitative study came from interviews of nine Latino immigrants with children in special education. I also completed an analysis of district provided special education publications (both on-line and hard copies) explaining parent rights. Finally, I reviewed a small collection of parent e-mails between a parent and a school administrator. The findings revealed a dissatisfaction and distrust in some parents of various school administrators and teachers, although some parents expressed appreciation for the work of special education service providers. Parents also have varying degrees of advocacy levels and knowledge of their rights, their roles, and their responsibilities. The findings also document problems with parental access to the school, an increased scrutiny of teachers and administrators, advocacy, a range of both negative and some positive emotions experienced by study participants, and indicators of high advocacy parents.
