Book excerpt: In this innovative analysis of how government works, Mark Sproule-Jones examines the underlying arrangements, or ‘rules’, that operate between levels of government and the execution of public policy. He begins by identifying three levels of rules. Rules at the lowest or operational level determine how policies are delivered. Next, at the institutional level, are the rules that determine which institutions operate at the lowest level. Finally, rules at the constitutional level define which institutions can make the determinations. These layers are reproduced in multiple hierarchies throughout the national and international structures in which Canadian public policy operates. The author then explores three public policies as they converge in one location: commercial shipping, pleasure boating, and a water-quality management in the harbour at Hamilton, Ontario. In the context of rule configurations, Sproule-Jones evaluates these public policies with reference to legal doctrine, technical matters, the operation of political institutions, and constitutional constraints.

Between 1991 and 2006, the combined flows of total remittances reaching the Caribbean have averaged almost 17 percent annual growth, surpassing US$6 billion in 2005 and overtaking the region’s total ODA and FDI inflows. In addition, remittances represent more than 20 percent of the domestic gross domestic product (GDP) in some Caribbean countries and have played a significant role in lessening both balance of payment deficits and the impact of natural disasters to which the region is particularly vulnerable. This study undertakes an analysis of the various dynamics underlying the Canada-Caribbean remittance corridor, including Caribbean migration issues and diaspora dynamics, remittance market landscapes, and regulatory frameworks. The study is intended to assist Canadian and Caribbean national authorities to sustain the continued growth and competitiveness of their remittance industries, while protecting them abuse by criminals. The study particularly emphasizes continued policy improvements in each country’s regulatory framework to improve financial sector development and to enhance poverty reduction.

The first synthesizes current knowledge on two categories of costs associated with climate change: the costs of adapting to those changes that are not avoided by mitigation, and the costs of the residual impacts after adaptation. The second paper discusses the impact of climate change on natural hazards, adaptation, and their costs. This is followed by presentation of the case for integrated assessments of air issues: climate change, stratospheric ozone depletion, acid deposition, smog, suspended particulates, and hazardous air pollutants. The fourth paper examines the effect of climate change outside Canada on Canadian interests, specifically in the areas of international trade, food and military security, and refugees. Paper five reviews the literature on domestic flows of goods and services in Canada as related to climate change. The sixth paper reviews patterns of changing climate and effects of climate change on landscapes, as driven by shifting ranges and ecozones, hydrological changes, permafrost melting, and rising sea levels. Paper seven explores the consequences of climate change and sustainable development remaining as separate discourses, noting the need for climate change and sustainable development to be represented in a more explicit manner in each other's research agendas. The final paper focuses on the land-based economy of Canada's northern indigenous peoples and how climate change may effect them.
