Book excerpt: In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems, from farm to table. The International Food Policy Research Institute (IFPRI) was founded in 1975 and for the past four decades has worked to provide partners in donor and recipient countries with solid research and evidence on policy options. IFPRI was fortunate to have as its first board chairman, world-renowned Australian economist Sir John Crawford, who was a passionate advocate for international agricultural research and an architect of CGIAR, of which IFPRI is a member. Agriculture and rural development play a critical role in alleviating poverty and undernutrition. The Australian Department of Foreign Affairs and Trade (DFAT) has focused its efforts on three pillars of food security: improving agricultural productivity, increasing rural livelihoods, and improving community resilience. This demonstrates Australia’s commitment to serving the needs of the poorest and constructing the building blocks of global food security in the long term. In 2013–2014, the Australian government’s spending on food security is expected to total more than 316 million Australian dollars. Working with many longstanding partners, such as the government of Australia and its Australian Centre for International Agricultural Research (ACIAR), IFPRI’s research focuses on sustainable agricultural growth that engages the private sector, country-led strategy development, investment in agricultural research, provision of safety nets to strengthen resilience, prioritization of nutrition interventions for women and children, design of climate change adaptation and mitigation strategies, and partnerships with other stakeholders in global movements, such as Scaling Up Nutrition. IFPRI, and its partners, help to improve programs and initiatives for vulnerable people. By serving as a trusted voice on food policy issues, IFPRI works to change mindsets and provide evidence on how to improve food and nutrition security. Together, IFPRI and the Australian government support cutting-edge research and measurable targets for increasing agricultural productivity. Book excerpt: Given the high prevalence of undernutrition among children in low income countries and the associated high human and eco-nomic costs (Hoddinott et al. 2013), improving nutritional out-comes must be an urgent priority. Improving nutrition is high on the policy agenda of the government of Ethiopia, as stated in the Growth and Transformation Plan II, which aims to reduce young child stunting levels from 40 percent in 2014/15 to 26 percent in 2019/2020. Lack of access to diverse diets is one of the underlying factors contributing to chronic undernutrition (Arimond and Ruel 2004, UNICEF 1998). Despite recent improvements, child stunting in Ethiopia remains widespread (CSA and ICF International 2017). Moreover, Ethiopian children consume one of the least diverse diets in sub-Saharan Africa (Hirvonen 2016). At the household level, food consumption baskets are dominated by cereals and pulses, while the consumption of animal-source foods and fruits and Vitamin A-rich vegetables is rare, especially in rural areas.1 Such monotonous diets are regarded as a major contributor to non-communicable diseases in Ethiopia (Melaku et al. 2016). Recent research suggests that the poor dietary diversity in ru-ral areas can be explained, at least partly, both by limited knowledge about the health benefits of diverse diets and by poor access to food markets. Households in areas in which food crop production is not very diverse but which have good access to mar-kets are found to have more diverse diets than do households in such areas but which have poor access to markets and, so, de-pend primarily on own-production for the food they consume.2 Yet, even with sufficient access to markets and knowledge on the benefits of diverse diets, poor households may simply be un-able to afford nutritionally rich foods (Warren and Frongillo 2017). Indeed, prices and affordability of nutritious foods remains a neglected area of research in efforts to understand poor dietary diversity in Ethiopia and elsewhere.3 In the analysis described here, we explore how prices and, consequently, the affordability of nutritious food have changed over the last decade in Ethiopia.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Book excerpt: This study was undertaken to assess farmers’ preferences and willingness to pay (WTP) for various climate-smart interventions in the Indo-Gangetic Plain. The research outputs will be helpful in integrating farmers’ choices with government programs in the selected regions. The Indo-Gangetic Plain (IGP) was selected because it is highly vulnerable to climate change, which may adversely affect the sustainability of the rice-wheat production system and the food security of the region. Climate-smart agriculture (CSA) can mitigate the negative impacts of climate change and improve the efficiency of the rice-wheat-based production system. CSA requires a complete package of practices to achieve the desired objectives, but adoption is largely dependent on farmers’ preferences and their capacity and WTP. To assess farmers’ choices and their WTP for the potential climate-smart technologies and other interventions, we used scoring and bidding protocols implemented through focus group meetings in two distinct regions of Eastern and Western IGP. We find that laser land leveling (LLL), crop insurance, and weather advisory services were the preferred interventions in Eastern IGP. Farmers preferred LLL, direct seeding, zero tillage, irrigation scheduling, and crop insurance in Western IGP. Through the bidding approach, farmers implicitly express their WTP for new technologies that could transform current agricultural practices into relatively low-carbon and more productive farming methods. But actual large-scale adoption of the preferred climate-smart technologies and other interventions would require access to funding as well as capacity building among technology promoters and users.

Book excerpt: IFPRI commissioned this study to assess how the country programs (CPs) are performing—which approaches and methods are producing the best outcomes across countries and over time—to identify factors that promote or impede their progress and lessons for making them more impactful in the future. The study has two major components. The first is a survey and analysis of the factors that CP leaders perceived to have most helped them influence host-country policies. We interviewed all current and most past CP leaders, which enabled us to compile evidence from recent CP experiences as well as from the 1980s and 1990s. We focused on the lessons they drew from their past successes that shed light on how to make their other activities successful. We did not undertake similar interviews on failed efforts because it is much harder to elicit such information from CP leaders. Additional insights about unsuccessful activities are, however, captured in the second component of the study, a commissioned external evaluation of the performance of a sample of ongoing country programs. Ideally, the external evaluation would have included CPs in both Africa and Asia, but this was not possible with the available budget. We therefore settled for an evaluation of CPs in Africa south of the Sahara. Doing so had two advantages: (1) the African CPs are more homogenous in terms of their objectives, structure, and internal IFPRI management, making comparisons among them more insightful; and (2) the budget was sufficient to both include all the African CPs in some of the analyses and allow the external evaluator to visit three of them.
