Book excerpt: EC financial support has helped to ensure that IFPRI’s research remains responsive, innovative, and effective in tackling the obstacles that stand in the way of achieving food security and poverty alleviation. Over the years, the EC’s support to IFPRI provided the necessary foundation for cuttingedge research in areas such as climate change; biofuels; and the nexus of agriculture, nutrition, and health. This support has helped IFPRI partner with strategic European partners in civil society, higher education, and public sector areas, with a focus on making food security research accessible through the development of global public goods, capacity-building networks, and technological platforms. In June 2015, IFPRI, the EC, and the German Ministry for Economic Cooperation and Development (BMZ) joined together to bring experts and stakeholders to discuss the latest thinking on sustainably improving livelihoods and welfare at a Brussels workshop, “Improving Food Systems for Better Lives.” The workshop highlighted the need for greater convergence among diverse actors, sectors, and stakeholders for the development and implementation of innovative solutions that will improve food systems and enhance food and nutrition security around the world.

Milestones such as the Scaling Up Nutrition (SUN) Movement, the Lancet Maternal and Child Nutrition Series, and the Second International Conference on Nutrition (ICN2) have marked the rapid rise of nutrition on the global policy and research agenda. These developments reverse years of relative neglect for nutrition. Undernutrition is a global challenge with huge social and economic costs. It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

Book excerpt: Despite the urbanization and gradual rise of medium-to-large scale farming sector, smallholders without substantial mechanization remain central to agriculture in countries like Ghana. Significant knowledge gaps exist on the adoptions of agricultural mechanization among smallholders for whom the scope for exploiting complementarity with land is limited. We test the hypotheses that high-yielding technologies, which potentially raise total factor productivity and also returns to more intensive farm power use, are important drivers of adoptions of agricultural mechanization among smallholders. Using the three rounds of repeated crosssectional, nationally representative data (Ghana Living Standard Surveys 2006, 2013, 2017), as well as unique tractor-use data in Ghana, and multi-dimensional indicators of agroclimatic similarity with plant- reeding locations, this paper shows that the adoption of rented agricultural equipment and tractors in Ghana has been induced by high-yielding production systems that have concentrated in areas that are agroclimatically similar to plant-breeding locations. These effects hold for mechanization adoptions at both extensive margins (whether to adopt or not) and intensive margins (how much to adopt). These linkages have strengthened between 2006 and 2010s, partly due to improved efficiency in supply-side factors of mechanization.

Book excerpt: Participation in household decisions and control over assets are often used as indicators of bargaining power. Yet spouses do not necessarily provide the same answers to questions about these topics. We examine differences in spouses’ answers to questions regarding who participates in decisions about household activities, who owns assets, and who decides to purchase assets. Disagreement is substantial and systematic, with women more likely to report joint ownership or decision making and men more likely to report sole male ownership or decision making. Analysis of correlations between agreement and women’s well-being finds that agreement on joint decision making/ownership is generally positively associated with beneficial outcomes for women compared with agreement on sole male decision making/ownership. Cases of disagreement where women recognize their involvement but men do not are also positively associated with good outcomes for women, but often to a lesser extent than when men agree that women are involved.

The process started with a drive to rebalance the economy through a number of challenging initiatives, including the reduction of subsidies, the introduction of value-added tax and the liberation of the Egyptian pound. At the outset of 2018, these headline measures had been implemented, and the government’s focus has since shifted to the improvement of governance and the investment climate. This effort includes the promulgation of the Civil Service Reform Law, aimed at cutting the large public sector wage bill, and an array of legislation designed to remove investment barriers, such as the Industrial Licensing Law, the Investment Law and the Company Law.
