Book excerpt: As national planners codify and enact the university, state, and market alliance—amid global higher education trends towards internationalization, competition, and massification—debates on the efficacy of this merger have increased in recent years, clarifying a real or perceived significance. Bologna has been the conceptual vehicle within which many European nations have sought to reorient often disparate higher education sectors in order to forge the European Higher Education Area, a move replete with social, political, economic, and cultural significance. Yet, the extent to which Bologna has fomented qualitative policy change in developing post-communist nations like Albania remains ambiguous. Globalization and Higher Education in Albania explores how international educational trends mitigate higher education policy and practice in Albania, a nation which continues its complex and evolving transition from communism to a more open society. Based on archival research, original fieldwork, and supplementary interviews with subjects who in many cases work and live amidst Albania’s ongoing physical and psychosocial post-communist transformation, Jevdet Rexhepi clarifies how the interplay between global and local forces manifests in key sector policy documents and related frameworks and institutions, and he thoughtfully considers how higher education positions Albania on individual and collective levels to respond to the challenges and opportunities of globalization and the knowledge society.

Some call those things a soul.” Charles Handy. With the world moving rapidly into digital media and information, the role of higher education is becoming increasingly important. Starting in January 2008, the University of Vlora is applying a modernization agenda through setting higher standards of scholarship, accompanied by curricular and governance reforms, causing changes to happen that are shaping themselves into an era of progress and rapid development, and planting a pioneer flag in the historical timeline of Albanian higher education. Differently from all other higher education institutions in Albania, and for the first time in decades of fictitious recognition of competency, the University of Vlora is striving to detach itself from the traditional old-system teaching mentality and methodology, managing through many struggles to be the first public university that is uninfluenced by the pressure of corruption and nepotism, and headed towards internationalization based on western standards. In its July 2010 edition, the Ranking Web of World Universities ranks University of Vlora number one among all public and private universities in Albania, a title that is well deserved and earned through genuine, untiring and unbiased efforts to reach out and aspire to be what the rankings call the best university in Albania. University of Vlora students are now studying in a university that offers updated curricula, flexible learning paths, and a fully functional automated online academic transcript system, a very productive application that combines online and batch processing to generate student transcripts, as well as to facilitate student-faculty and administration-faculty communication via a university email system. This paper explores the achievements as well as the challenges that students and professors are facing in this completely new way of learning and teaching at an institution of higher education in a post-Communist country. Data was collected using interviews, as well as open-ended and yes/no questions in a questionnaire. 100 students and 40 staff (faculty and administration) members of the University of Vlora participated in the survey.

Book excerpt: The following years after World War Two witnessed a rapid enrolment expansion in higher education (HE) systems of Western Europe and North America, resulting in mass HE at the turn of the 21st century. By contrast, an "elite HE" policy was embraced by Central Eastern European (CEE) countries. The dramatic political changes during the late 1980s provided the thrust for most of the CEE countries to expand enrolment and reach mass HE figures at the end of 1990s. However, shortcomings in HE inputs, oversight, accompanied by increasing trends of corruption suggested that HE quality in these countries declined due to enrolment expansion. Unlike CEE countries, Albania started to expand enrolment in HE only at the beginning of 2000s. Thus, this paper aims to explore the factors behind the differing enrolment patterns in Albania's HE system observed in the 1990s and 2000s. Furthermore, it assesses the effects of the late enrolment expansion on the quality of education provided by HE during 2001-2008. The analysis should help policy analysts and policy makers in the HE field, especially in Albania, while providing with fresh insights researchers engaged with HE issues.

Book excerpt: This report compiles a rich set of previously unavailable data to define where the education sector in Albania has evolved, what key challenges remain, and the priority areas for action by the Albanian government. The report finds that four broad tasks must be tackled to improve education. The country must: 1) increase enrollment rates with the goal of achieving truly universal education in primary and lower secondary schools, and reversing the actual trend of decreasing secondary enrollment; 2) improve the quality of education, which requires developing human resource policies--such as teacher development programs and improved salaries--that will attract good teachers and give them incentives to perform well in classrooms; and providing an adequate physical school environment, which means, among other things, renovating and adequately maintaining school buildings; 3) increase public spending on education, which requires developing clear priorities and reducing relative spending on tertiary education; providing constant and reliable funding to support the identified policy priorities; and increasing spending on non-wage expenditures and investments; and 4) make better use of teachers and schoolsby decentralizing decisionmaking and responsibilities that are more reasonably delegated to the local level.
