Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism. Going forward, research in this book also explores the development of key regional affairs. Maritime security and space security are two of major security-related affairs, in which the states in East Asia and the Asia-Pacific have to engage, including the development of the TPP (TPP-11) and RCEP, as well as infrastructure development and development cooperation, which are crucial in relation to China’s initiatives in the BRI and AIIB. Lastly, the book provides valuable references to regionalism in East Asia and the Asia-Pacific by analyzing regional integration/cooperation through free trade agreements and the development of regional connectivity. This includes the evolution of cooperation and conflict within key regional frameworks such as the East Asia Summit and APEC, as well as key regional visions such as the Free and Open Indo-Pacific. It also takes into account the possible influence of ideational factors such as norms, principles, and rules on the development of regional cooperation.

Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present. China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion. The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.

The region, comprised of eleven small and medium-size states, is often considered inconsequential in the tempestuous world of international politics where political clout, economic prowess, military strength and soft power matter most. Often seen as easily dominated by extra-regional great powers, this volume reconsiders the regionâ (TM)s relationship with China and Japan, their two Asian neighbours to the northeast which also happen to be the worldâ (TM)s second and third largest economies. While China and Japan do compete for turf in Southeast Asia, states in the region do not perceive themselves as strategic pawns of these two great Asian powers but instead as proactively engaging China and Japan in the region. The country-specific case studies of this book collectively support the thesis that the Southeast Asian states actively seek to manoeuvre between China and Japan for their own advantage and at the same time grapple with developments in Northeast Asia through regional integration efforts. Through the establishment of benchmark norms and values, Southeast Asia attempts to socialise China and Japan and other external powers to the ASEAN way. Indeed, Southeast Asia as a region is now the driver of East Asian multilateralism and regionalism, and the East Asian reality is that Southeast Asia is a major political, economic and cultural player in its own right vis-Ã -vis the great powers.

The “Asian Century” is even bigger than you think. Far greater than just China, the new Asian system taking shape is a multi-civilizational order spanning Saudi Arabia to Japan, Russia to Australia, Turkey to Indonesia—linking five billion people through trade, finance, infrastructure, and diplomatic networks that together represent 40 percent of global GDP. China has taken a lead in building the new Silk Roads across Asia, but it will not lead it alone. Rather, Asia is rapidly returning to the centuries-old patterns of commerce, conflict, and cultural exchange that thrived long before European colonialism and American dominance. Asians will determine their own future—and as they collectively assert their interests around the world, they will determine ours as well. There is no more important region of the world for us to better understand than Asia – and thus we cannot afford to keep getting Asia so wrong. Asia’s complexity has led to common misdiagnoses: Western thinking on Asia conflates the entire region with China, predicts imminent World War III around every corner, and regularly forecasts debt-driven collapse for the region’s major economies. But in reality, the region is experiencing a confident new wave of growth led by younger societies from India to the Philippines, nationalist leaders have put aside territorial disputes in favor of integration, and today’s infrastructure investments are the platform for the next generation of digital innovation. If the nineteenth century featured the Europeanization of the world, and the twentieth century its Americanization, then the twenty-first century is the time of Asianization. From investment portfolios and trade wars to Hollywood movies and university admissions, no aspect of life is immune from Asianization. With America’s tech sector dependent on Asian talent and politicians praising Asia’s glittering cities and efficient governments, Asia is permanently in our nation’s consciousness. We know this will be the Asian century. Now we finally have an accurate picture of what it will look like.
