Of the Virginia Constitutional ratification convention, writes: The business in Virginia is critical indeed- So nearly balanced that neither side can determine which has the majority but this is independent of the Kentucky members amounting to 14- Those Gentlemen will determine the fate of America.... You see my dear sir on what a slender thread depends the future happiness of America. Mentions the Mississippi business, a reference to the ways in which arguments over navigation of the Mississippi River will effect the debate. Expresses his wish that New Hampshire will adopt the Constitution (in fact, New Hampshire had adopted the Constitution 21 June 1788).

Grayson & Monroe have a claim to the first place in the regions of Perdition. But it can not be[.] Virginia must and will. Instructs Knox to send an enclosure to Major Platt, who will obtain the three thousand dollars for Knox.

Writes, I have farther investigated the Bermuda business I am persuaded there will be a Garrison [there] of one or two thousand men... referring to British soldiers. Refers to the possible adoption of the Constitution by Virginia and North Carolina. Writes, This State as well as Massachusetts will be represented & [Governed] principally by federal Men- and I begin to hope our new Machine will be put in motion in all this Year. Mentions the opposition of Rhode Island and New York to the Constitution. Notes that George Washington Greene, son of Catherine Littlefield Greene and the late General Nathanael Greene, is on his way to Knox's house (Knox and Wadsworth arranged passage for G. W. Greene to France, where he obtained an education under the care of Lafayette). Instructs Knox that Nicholas Hoffman will attend to George during the passage, noting that it may be proper to give George a small sum to put in his pocket.... but a little will do he is a dissipated young dog and would buy every thing he could find valuable or worthless.

Notes that Mr. [James] Madison seems to be of opinion that the majority at the first meeting of the convention will probably be against it. Notes that the Anti-federalists in New York are indefatigable. Thanks Wadsworth for sending a gift of salmon.

Further relates his views on whether New Hampshire will adopt the Constitution. Discusses reports that Bermuda will become a garrison for the British. In a post script, refers to his attempts to send a delegate in his place (possibly to Congress), but can not afford one. Writes, I dont know any good that could be done by seven states & I am not much pleased with the Polliticks of some of the present Congress.

Relates that the Constitutional Convention began in Philadelphia on 25 May with seven states. George Washington will preside over the Convention, and [William] Jackson will serve as secretary. Ten states are now present at the Convention, but Maryland, New Hampshire, and Rhode Island are all absent.

Mentions more instances of insurgency in the state, including an incident in which Sergeant Hill and eleven recruits were beaten by some men that spoke favorably of Shays. They were sent to prison but all escaped except Sergeant Hill and two recruits. Free handwritten on address leaf with no signature.

Reports that Colonel [David] Humphreys has arrived and can inform Wadsworth that Congress is considering the issue of the troops but nothing has been decided yet. Responds to Wadsworth's letter about the sale of damaged powder sold from West Point (see GLC02437.03512). States that Captain Price is in charge there. Knox trusts Price but he does not have authority to sell powder. Asks Wadsworth to look into this further and mentions that he saw an advertisement for the sale of damaged powder at the Brookland [Brooklyn] ferry which might be the powder in question.
