Book excerpt: Incorporating spatial econometric tools in Hedonic Pricing (HP) models for environmental valuation has become the standard approach in the literature. The effect of house prices on other house prices is taken into account and usually measured by distance or contiguity in spatial weight matrices. Disaggregate house sale datasets are composed from observations each at a specific location and time. Nevertheless, the symmetric spatial weight matrices commonly employed in HP studies ignore the temporal dimension in disaggregate house sale data. Thus not only are previous house sales taken to affect subsequent house prices, but so do future house sales. However, information does not travel backwards in time; hence there is a clear theoretical impossibility of actual future prices affecting current/past prices. Estimates derived from HP models where spatial dependence is incorrectly specified or ignored will exhibit inaccuracies. This paper proposes an alternative specification of spatial weights in HP that includes spatial effects on each sale price only from preceding house sales. The temporal aspect of spatial effects is then developed further by specifying a time decay rate to capture the diminishing effect over time of preceding sale prices to succeeding house prices. This novel specification of spatial weight matrices is shown to have a significant effect on estimates of house price depreciation from aircraft noise. Monetary values of aircraft noise externality are successfully derived from the HP models for Athens Airport.

To this end, this book focuses on the use and advancement of the “hedonic approach”, an economic valuation technique that analyses and quantifies the sources of rent and property price differentials. Starting from theoretical foundations, the hedonic approach is applied to the valuation of natural land use preservation and noise abatement measures, as well as to residential segregation and discrimination, extending the analysis to the role of the buyers and sellers' identity on housing market prices and to the issue of environmental justice.

Basing his conclusions on a painstaking compilation of long-term empirical data on air quality and emissions data extending from the pre- federalization era to the present (some dating back a century), Goklany challenges the orthodoxy that credits federal regulation for improving air quality. He shows that the air had been getting cleaner prior to—and probably would have continued to improve regardless of—federalization. States and localities, after all, have always been engaged in a race to improve the quality of life, which means different things at different stages of economic development. Goklany’s empirical data refute once and for all the race-to-the-bottom rationale for centralized federal regulation. Moreover, technological advances and consumer preferences continue to play important roles in improving air quality. Goklany accordingly offers a regulatory reform agenda that would improve upon the economic efficiency and environmental sensitivity of air quality regulation.

We compare various spatial econometric models and estimation methods in a hedonic price framework to examine the impact of noise on 2003 housing values in the neighborhoods near the Atlanta airport. Strong evidence is presented that spatial effects are important and that these effects are best captured by a model that includes both spatial autocorrelation and autoregressive parameters. Modeling the spatial effects should yield airport noise parameter estimates that are more efficient and that are not subject to specification bias. Book excerpt: Abstract: An important infrastructure policy issue for rapidly growing cities in developing countries is how to raise fiscal revenues to finance basic services in a fair and efficient manner. This paper applies hedonic analysis that explicitly accounts for spatial spillovers to derive the value of improved access to water in the Indian cities of Bhopal and Bangalore. The findings suggest that by looking at individual or private benefits only, the analysis may underestimate the overall social welfare from investing in service supply especially among the poorest residents. The paper further demonstrates how policy simulations based on these estimates help prioritize spatial targeting of interventions according to efficiency and equity criteria.

In specific, commercial real estate is very heterogeneous, and data on detailed property characteristics are often lacking. We show that adding mutually independent property random effects to a hedonic price model results in more precise out-of-sample price predictions, both for commercial multifamily housing in Los Angeles and owner-occupied single family housing in Heemstede, the Netherlands. The standard hedonic price model does not take advantage of the fact that some properties sell more than once. We subsequently show that adding spatial random effects leads to an additional increase in prediction accuracy. The increase is highest for properties without prior sales.

Book excerpt: Recent literature suggests identifying house price hedonic models by using instrumental variables, spatial statistics, the borders approach, panel data, and other techniques. We introduce a mixed index model to identify house price hedonic regressions. We compare the performance of the mixed index model to a traditional hedonic model and to a hedonic model that includes characteristics of the buyer of each house. We find the mixed index model outperforms the other models based on bootstrap distributions of predicted housing values, prediction variance, and predicted policy effects. The mixed index model distributions are less skewed and kurtotic than the other models, suggesting that the mixed index model more closely satisfies the classical linear regression assumption of normally distributed errors. Compared to the mixed index model, the traditional hedonic overstates the importance of school quality to house price and understates the importance of environmental quality to house price.
