Available in PDF, EPUB and Kindle. Book excerpt: Heat capacity and pressure measurements have been made while warming from 0.8 K to 4 K on a helium sample which was confined inside very small pores. Experimental data will be presented on helium inside grafoil, and also on helium inside the pores of vycor glass. In grafoil solid 4 He appears to grow on the surface while inside the vycor glass the solid phase forms in the centre of the pores. Melting takes place at pressures below those of the bulk melting curve in the case of grafoil, and above in the case of vycor. The temperature dependence of the measured heat capacities below the melting anomalies indicate that, inside both grafoil and vycor, a possible explanation could be that the main excitations present are rotons, with an energy gap of about 6 K to 7 K. This suggests the presence of a liquid phase down to our lowest temperatures. This observation is backed up by the fact that the entropy under our specific heat anomalies, is less than the value expected for bulk helium. Curves for ^ versus T and specific heat versus T for 4He in vycor are presented and these show a remarkable similarity. Heat capacity measurements were made while both warming and cooling over the temperature range 4 K to 16 K on a hydrogen sample, confined inside the pores of vycor glass. A reduction in both the melting and freezing temperatures was observed with a larger reduction for the case of melting than freezing. In addition to this, a small yet sharp peak was observed at 9.6 K for both the melting and the freezing processes. The temperature dependence of the heat capacity at our lowest temperatures appears to give a roton-type energy gap of magnitude 27 K.

Book excerpt: The Helium Privatization Act of 1996 (P.L. 104-273) directs the Department of the Interior to begin liquidating the U.S. Federal Helium Reserve by 2005 in a manner consistent with "minimum market disruption" and at a price given by a formula specified in the act. It also mandates that the Department of the Interior "enter into appropriate arrangements with the National Academy of Sciences to study and report on whether such disposal of helium reserves will have a substantial adverse effect on U.S. scientific, technical, biomedical, or national security interests." This report is the product of that mandate. To provide context, the committee has examined the helium market and the helium industry as a whole to determine how helium users would be affected under various scenarios for selling the reserve within the act's constraints. The Federal Helium Reserve, the Bush Dome reservoir, and the Cliffside facility are mentioned throughout this report. It is important to recognize that they are distinct entities. The Federal Helium Reserve is federally owned crude helium gas that currently resides in the Bush Dome reservoir. The Cliffside facility includes the storage facility on the Bush Dome reservoir and the associated buildings pipeline.
