Contracting for health services between purchasers and providers was a key component of the 1990s health reform in New Zealand, and despite the move being considered as controversial, the report notes some advantages, especially where a greater focus has been initiated in respect of costs and volumes of service, as well as quality of care. The contracting out experience in New Zealand showed the importance of time to develop experience of the contracting process, with competition for resources creating tensions in contracting relationships. Good information on costs, volumes and quality are essential so that the transaction costs in particular in the contracting out process reflect value for money.
