Book excerpt: Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This "war against the West" actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here. The results presented here are sobering, to say the least. Ray Finch and Aleksandr Golts highlight the domestic program of military mobilization of Russian society that began before 2014 and has only intensified since then. It aims to engender a positive, heroic image for the military and the idea that Russia is under siege from the West. This campaign has also gone hand in hand with signs of greatly enhanced defense spending, although there have been cuts in 2017-2018 due to sanctions. However, despite the fact that Paul Schwartz rightly points out that Russia's science and technology sectors are wounded and suffer from excessive militarization, he and Steven Rosefielde undermine the complacent and excessively comfortable notion that Russian economic weakness which is real-will lead to the collapse of the system or its retreat from its current posture.

Where it has historically succeeded is in using various types of hostile measures to sow disorder, weaken democratic institutions, and undermine NATO cohesion and what Russia perceives as the eastward expansion of Western institutions. However, Russia also has a long track record of strategic shortfalls, and even some ineptitude. Formulating strategies for addressing these actions demands a clear understanding of how and why Russian leaders employ hostile measures-for example, economic embargoes, limited military incursions, cyberattacks, and information campaigns. A historical review of Soviet-era power dynamics and detailed case studies of Russian hostile measures in the post-Soviet era help clarify the conditions under which Russia employs hostile measures and the vulnerabilities it exploits in the countries it targets-as well as the messages these measures send to other key audiences, such as Russia's domestic public, the Russian diaspora, and Western powers that Russia perceives as encroaching on its sphere of influence. NATO and other Western powers will benefit from exploring opportunities to deter, prevent, and counter Russian hostile behavior in the so-called gray zone short of war, where daily adversarial competition occurs. Many of the behaviors that Russia exhibits in the gray zone will no doubt extend to conventional war.

The authors argue that this rejection of the European constitution was to a certain extent a challenge to the current historical grounding used for further integration and further demonstrates the lack of understanding by European bureaucrats of the historical complexity and divisiveness of Europe's past. A critical European history is therefore urgently needed to confront and re-imagine Europe, not as a harmonious continent but as the outcome of violent and bloody conflicts, both within Europe as well as with its Others. As the authors show, these dark shadows of Europe's past must be integrated, and the fact that memories of Europe are contested must be accepted if any new attempts at a United Europe are to be successful.

Back then, just 3 years after the dissolution of the Soviet Union and 5 years after the Soviet military's withdrawal from Afghanistan, armed conflict in the nation's southwestern periphery broke out following the Russian Army's incursion into the breakaway republic of Chechnya. Within less than a decade, what began as a local ethno-separatist rebellion effectively morphed into an Islamist insurgency, spreading in the early-2000s from Chechnya to most of the Muslim-majority region. Moreover, even though the Russian authorities declared in 2009 the ultimate end of the counterterrorist operation, jihadist groups have still been underway in the North Caucasus.

Book excerpt: The war in Ukraine, and Vladimir Putin's bid to overturn the post-Cold War international settlement in Europe, have forced many Western governments to reappraise their approach to Russia. Until 2003, it was widely believed that a modernizing Russia might be accommodated into the international system as a constructive and benign actor. Variations on this view have given way to the realization that Russia, on its present course, cannot be a partner or ally, and that differences outweigh any common interests. Russia needs reform, but the domestic political obstacles to it are daunting. At the same time, if Moscow maintains its current course, in both economic management and international relations, this will be increasingly dangerous for Europe and costly, if not disastrous, for Russia. The questions addressed in this report are how far those costs will rise, whether Russia can bear them, what will happen if it cannot, and how the West should respond in the near and longer term.
